RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1. Approve the attached Acceptance of Award for Tuberculosis Control Local Assistance Funds for award numbers 2612BASE-F and 2612BASE-S by and between the County of Humboldt and CDPH in the amount of $12,432; and

2. Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee there of, to execute the attached Acceptance of Award for Tuberculosis Control Local Assistance Funds for award numbers 2612BASE-F and 2612BASE-S by and between the County of Humboldt and CDPH; and

3. Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the CDPH Tuberculosis Base Funding fiscal year (FY) 2026-27 allotment after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

Pulmonary Tuberculosis (TB) is an infectious and communicable disease, dangerous to public health. Public Health Departments are mandated by California Health and Safety Code § 121350 to maintain a program for the prevention and control of TB. CDPH allots base funding to counties to administer the program. On top of base funding, CDPH allots funding for food, shelter, incentives and enablers (FSIE) to counties each year as a pass-through to TB patients who must be isolated and are unable to work. CDPH also occasionally allots funds to counties for miscellaneous TB program purposes. The current allotment before your Board is for the base funding allotment for FY 2026-27.

 

The Communicable Disease Prevention and Response Unit (CDPRU) is requesting Board authorization for the Public Health Director to execute the attached Acceptance of Award in the amount of $12,432.

Narrative Explanation of Financial Impact:

Approval of the Acceptance Award will allow DHHS- Public Health Branch will be reimbursed $5,925.00 from award 2612BASE-F and $6,507.00 from award 2612BASE-S for a total of $12,432.00 for TB prevention and response activities in FY 2026-27. These funds are managed and monitored in Public Health CDPRU budget (1175422). These awards were anticipated in the FY 2026-27 county budget.

 

Board approval of award 2612BASE-F and award 2612BASE-S support services that are mandated by State law. The Public Health branch is required to provide these services, and the associated services are necessary to maintain compliance with all applicable statutory and regulatory requirements.

There is no impact on staffing.

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

 Your Board may decide not to approve the Acceptance of Award from CDPH. However, it is not recommended as the Public Health Communicable Disease Program would lose funding for performing state-mandated Tuberculosis prevention and control activities.
