DISCUSSION:

The Edward Byrne Memorial Justice Assistance Grant (JAG) program was authorized under 34 U.S.C. §§ 10151 - 10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas are: law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The Humboldt County Sheriff’s Office (HCSO) has been awarded JAG funding under different programs for many years. The 2018 grant cycle was the first time the Sheriff’s Office applied for and received funding under the Local Solicitation.

HCSO has been awarded the JAG Program Local Award 2022 in the amount of $21,420 to be used to lease Automatic License Plate Readers (ALPR). This will include a onetime professional service engagement for a site and safety assessment, camera set up, and testing of the equipment and software. ALPR camera systems have helped law enforcement agencies that employ them with up to a 70% reduction of violent crimes. The ALPRs also assist by notifying law enforcement with AMBER and Silver alerts, as well as send real time alerts when a stolen vehicle or known wanted suspect from a state or national crime database enters a jurisdiction.

On Oct. 18, 2022, your Board approved certifications and assurances to be submitted to the grantor to move forward with receiving this funding.

FINANCIAL IMPACT:

The lease of the Automatic License Plate Readers (ALPRs) with the onetime professional service engagement will cost approximately $21,420 and will be funded in full by the Byrne JAG Local grant.  The Byrne JAG Local 2022 allocation for Humboldt County is $21,420 and will not require an additional investment. A supplemental budget for Sheriff’s budget unit 1100-221910 Byrne JAG Local Grant is requested in the amount of $21,420.00 for the grant allocation (Attachment 2).

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs , building interjurisdictional and regional cooperation, and creating opportunities for improved safety and health.

OTHER AGENCY INVOLVEMENT:

United States Department of Justice - Office of Justice Programs

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Should the Board deny acceptance of Byrne JAG Local grant funds and supplemental budgets, then HCSO would need to forfeit the grant award.
