RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Implementation Agreement between the County of Humboldt and NFP for fiscal years (FY) 2025-26 through 2027-28; and

2.                     Authorize the Department of Health and Human Services (DHHS)- Public Health Director, or a designee thereof, to execute the attached Implementation Agreement between the County of Humboldt and NFP for FY 2025-26 through 2027-28; and

3.                     Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Implementation Agreement with NFP after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the DHHS - Public Health with one certified copy of the Board Order pertaining to this item.

DISCUSSION:

The NFP Program is an evidence-based home visitation program which allows first-time, low-income parents to receive home visits from a Public Health Nurse. The NFP Program has been shown to have positive impacts on child and parental health, rates of child abuse and neglect, long-term birth rates, rates of incarceration, educational success, parental employment and parental capacity.

 

The attached implementation agreement with NFP will allow the County of Humboldt DHHS - Public Health to receive consultation services, including, without limitation, nursing education, program quality assurance, marketing and data reporting, that are designed to support the continued operation of the NFP Program in Humboldt County for the period of July 1, 2025, through June 30, 2028. It should be noted that the attached implementation agreement with NFP comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Public Health recommends that the Board approve and authorize the DHHS - Public Health Director to execute the attached implementation agreement with NFP regarding the provision of consultation services that are designed to support the continued operation of the NFP Program in Humboldt County for the period of July 1, 2025, through June 30, 2028. It is also recommended that the Board authorize the Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached implementation agreement with NFP, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed consultation services.

Narrative Explanation of Financial Impact:

The attached implementation agreement with NFP has a maximum amount payable for annual fees of $264,749 for the period July 1, 2025, through June 30, 2028. In no event shall the maximum amount paid under the attached implementation agreement with NFP for annual fees exceed $85,135 for FY 2025-26, $87,690 for FY 2026-27 and $91,924 for FY 2027-28. Additionally, other fees are included in this agreement as needed as indicated in the fee schedule. However, in the event local, state, or federal funding is reduced or eliminated, the County of Humboldt may terminate the attached implementation agreement with NFP in its entirety.

 

Expenditure appropriations related to the attached implementation agreement with NFP have been included in the approved FY 2025-26 budgets for MCH Cal Home Visiting Program (1175421). Federal funding for the attached implementation agreement with NFP is available through the California Home Visiting Program (CHVP). NFP is a required component in the operations and functionality of the CHVP.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached implementation agreement with NFP regarding the provision of consultation services that are designed to support the continued operation of the NFP in Humboldt County.  However, this alternative is not recommended as it would limit DHHS - Public Health’s ability to provide home visitation services to first-time, low-income parents in Humboldt County. The attached implementation is a requirement of the CHVP.  The county would no longer be eligible to participate in CHVP without the NFP implementation agreement.
