RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Memorandum of Understanding by and between the County of Humboldt and The Ink People Center for the Arts, from the date of execution through June 30, 2030; and

2.                     Authorize the Department of Health and Human Services - Public Health Director, or designee thereof, to execute the Memorandum of Understanding by and between the County of Humboldt and The Ink People Center for the Arts, from the date of execution through June 30, 2030; and

3.                     Authorize the Department of Health and Human Services - Public Health Director , or a designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached Memorandum of Understanding by and between the County of Humboldt and The Ink People Center for the Arts, from the date of execution through June 30, 2030, upon review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:

Pride Month is observed each June, serving as a time to celebrate diversity and promote inclusion in Humboldt County. Events are held across the county to honor the history, contributions, and resilience of Two Spirit, Lesbian, Gay, Bisexual, Transgender, Queer, Intersex and Asexual (2SLGBTQIA+) people. These celebrations also reaffirm the rights of all people to experience equality, dignity and freedom from discrimination.

 

The County of Humboldt, Department of Health and Human Services (DHHS) plays a vital role in supporting the 2SLGBTQIA+ community by delivering services that reflect population-specific equity considerations. This includes ensuring access to inclusive health care, behavioral health support  and social services that are culturally responsive and affirm diverse identities and lived experiences.

 

DHHS is committed to fostering a welcoming and respectful environment for all residents regardless of sexual orientation, gender identity or gender expression. Through collaboration with local organizations, staff training and continuous service improvement, the department is working to ensure that everyone in Humboldt County can access the care and support they need to thrive.

 

The Ink People Center for the Arts is similarly committed to creating inclusive, diverse, and welcoming events that celebrate and support the 2SLGBTQIA+ community in Humboldt County. As part of this mission, Ink People is hosting a series of Pride events across the county and has invited DHHS to participate in the festivities.

 

Through this Memorandum of Understanding agreement with The Ink People, DHHS will be able to participate in these events to deliver health-related educational outreach, share resources and services, and create opportunities for community input to enhance equity, inclusion, and access for 2SLGBTQIA+ individuals.

 

This partnership supports the county’s ongoing efforts to enhance equity, inclusion, and access for 2SLGBTQIA+ individuals, and its commitment to fostering a welcoming and respectful environment for all.

There is no financial impact associated with this MOU.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to approve the recommendations; however, this is not recommended by DHHS, as this would result in a loss or delay of services to the County.
