RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve agreement number 20-10111 with California Department of Public Health (CDPH) for the period of July 1, 2020 through June 30, 2023;

2.                     Authorize the Director of Public Health or a designee thereof to sign four originals and one electronic version of the cover page of the agreement and certifications.

3.                     Authorize the Director of Public Health or a designee thereof to sign all future amendments and documents directly related to this grant agreement upon review and approval of County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit.

DISCUSSION:

The AIDS Drug Assistance Program (ADAP) helps ensure that people living with HIV and AIDS who are uninsured and under-insured have access to medication. People applying for ADAP must do so at a certified enrollment site with a certified enrollment worker. DHHS-Public Health is the only certified enrollment site in Humboldt and Del Norte counties. 

 

On Feb. 11, 2014, the Board approved State Agreement 13-20401 with the CDPH Office of AIDS to established DHHS-Public Health as an enrollment site for ADAP. The agreement before your Board today will continue to designate DHHS- Public Health as an enrollment site for ADAP.

 

Prior to 2016, agreements for ADAP enrollment sites did not reimburse the county, however this agreement includes a payment provision that will allow reimbursement based on the number of people enrolled into ADAP.

 

FINANCIAL IMPACT:

This agreement with CDPH will allow DHHS-Public Health to be reimbursed up to $15,000 or more for the period of July 1, 2020 to June 30, 2023. Payment amounts are dependent on the number of enrollment services completed. Funding in the amount of $21,680 was estimated based on prior years’ revenues and included in Fund 1175, Budget Unit 437 - CARE NorCAP in the fiscal year (FY) 2020-21 budget; as reimbursement is dependent on enrollment, adjustments may be made at midyear review. The funding amounts generated from this agreement will be included in the annual budget process for FYs 2021-22 and 2022-23. There will be no impact to the county General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the recommendations, however it would result in a loss of both funding and services to the County.
