RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached appropriation transfer to increase a fixed asset line in fiscal year 2024-2025 for the Measure Z - Humboldt Hill Road, Ridgewood Drive, Eel River Drive, New Navy Base Road, Fieldbrook Road, Murray Road, Salmon Creek Road, Thomas Road and Redwood Drive Project in the amount of Twenty-Three Thousand Three Hundred Nine Dollars ($23,309.00) in Public Works - Engineering budget unit 1200-321 (4/5th Vote Required); and
2. Approve, and ratify the Director of Public Works’ execution of, Contract Change Order Number 2 for the total amount of Twenty-Four Thousand Four Hundred Fifty-Three Dollars and Three Cents ($24,453.03) (4/5th Vote Required); and
3. Approve, and ratify the Director of Public Works’ execution of, Contract Change Order Number 3 for the total amount of Twenty-Three Thousand Three Hundred Eight Dollars and Ninety-Two Cents ($23,308.92) (4/5th Vote Required); and
4. Accept the completed contract, including all approved change orders, between Wahlund Construction, Inc., and Humboldt County for construction of Measure Z - Humboldt Hill Road, Ridgewood Drive, Eel River Drive, New Navy Base Road, Fieldbrook Road, Murray Road, Salmon Creek Road, Thomas Road, and Redwood Drive Project; and
5. Approve the final claim for payment, to be submitted by the Department of Public Works to the Auditor-Controller’s Office, in the amount of One Hundred Fifty Dollars ($150.00), which will bring the total amount paid to 100% of the contract; and
6. Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
The Measure Z - Humboldt Hill Road, Ridgewood Drive, Eel River Drive, New Navy Base Road, Fieldbrook Road, Murray Road, Salmon Creek Road, Thomas Road and Redwood Drive Project (“Measure Z - 2024 Project”) consisted of repairing existing roadway by grinding existing pavement and replacing with hot mix asphalt on the travel lanes at nine locations throughout the county.
On March 5, 2024, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Measure Z - 2024 Project for bids. On April 2, 2024, the County of Humboldt received four (4) bids for the project. On April 23, 2024, the Board awarded the project agreement to Wahlund Construction, Inc., the lowest responsive bidder, in the amount Eight Hundred Thirty-Three Thousand Six Hundred Fifty Dollars and Twenty-Five Cents ($833,650.25). Three (3) contract change orders executed during the project increased the authorized amount by One Hundred Twenty-Eight Thousand Seventy-Five Dollars and Seventy-Two Cents ($128,075.72), which exceeds the authorized contingency by Forty-Three Thousand Seventy-Five Dollars and Seventy-Two Cents ($43,075.72). Contract Change Order Number 1 is associated with adjustments to project limits to maximize the extent of roadway repairs, at a cost of Eighty Thousand Three Hundred Thirteen Dollars and Seventy-Seven Cents ($80,313.77). Contract Change Order Number 2 compensates the contractor for removing and replacing unsuitable subgrade material and lowering utility boxes and manholes on Humboldt Hill Road at a cost of Twenty-Four Thousand Four Hundred Fifty-Three Dollars and Three Cents ($24,453.03). Contract Change Order Number 3 compensates the contractor for raising the utility boxes and manholes to the new pavement grade and reconstructing survey monuments on Humboldt Hill Road at a cost of Twenty-Three Thousand Three Hundred Eight Dollars and Ninety-Two Cents ($23,308.92).
The Humboldt County Department of Public Works (“Public Works”) recommends that the Board: approve the attached appropriation transfer to increase a fixed asset line in fiscal year 2024-2025 for the Measure Z - 2024 Project in the amount of Twenty-Three Thousand Three Hundred Nine Dollars ($23,309.00) in Public Works - Engineering budget unit 1200-321; approve, and ratify the Director of Public Works’ execution of, Contract Change Orders Number 2 and Number 3; accept the completed contract, including all approved change orders; and approve the final claim for payment in the amount of One Hundred Fifty Dollars ($150.00).

Total construction costs for the Measure Z - 2024 Project are Nine Hundred Sixty-One Thousand Seven Hundred Twenty-Five Dollars and Ninety-Seven Cents ($961,725.97). Progress payments totaling Nine Hundred Sixty-One Thousand Five Hundred Seventy-Five Dollars and Ninety-Seven Cents ($961,575.97) have been paid, and the final claim for payment in the amount of One Hundred Fifty Dollars ($150.00) is outstanding. The Measure Z - 2024 Project is funded by Measure Z funds (97.6%) and the Humboldt County Road Fund (2.4%). Expenditure appropriations relating to completion of the Measure Z - 2024 Project are being added to the approved fiscal year (FY) 2024-2025 budget for Road Fund budget unit 1200-321 with the requested appropriation transfer. The amount shown in the Financial Impact Table above Twenty-Three Thousand Three Hundred Nine Dollars ($23,309.00) does not include Progress Payments Number 1 and 2, which total Nine Hundred Thirty-Eight Thousand Four Hundred Seventeen Dollars and Five Cents ($938,417.05) because this work was performed in fiscal year 2023-2024.
STAFFING IMPACT:
Accepting the Measure Z - 2024 Project will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to accept the Measure Z - 2024 Project. However, this alternative is not recommended because the project has been completed, and the requested Board actions are needed to accept the contract.
