RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute the Notice of Intention to Purchase Real Property located at 3007 I Street, Eureka, California and 3015 I Street, Eureka, California (Attachment 1) in accordance with California Government Code Section 25350;

2.                     Direct the Clerk of the Board to publish the attached Notice of Intention to Purchase Real Property located at 3007 I Street, Eureka, California and 3015 I Street, Eureka, California once a week for three (3) successive weeks pursuant to Government Code section 6063; and

3.                     Direct Public Works to post the notice in accordance with Government Code section 25350.

DISCUSSION:

On May 10, 2022, the Humboldt County Board of Supervisors authorized the Humboldt County Public Works Director, and designees thereof, to negotiate terms for the purchase of real property located at 3007 I Street, Eureka, California and 3015 I Street, Eureka, California with PWM, Inc. and any duly authorized agents thereof, to accommodate the construction of a new Public Health Laboratory.

 

On October 3, 2023, the Board approved a Notice of Intention to Purchase Real Property located at 3007 I Street and 3015 I Street.  This agenda item and Notice of Intention contained clerical errors and did not include the correct date of the Public Hearing.  The Notice of Intention has been updated and is attached to this revised agenda item.

 

Staff recommends that the Board approve the revised Notice of Intention to Purchase Real Property located at 3007 I Street, Eureka, California and 3015 I Street, Eureka, California and direct the Clerk of the Board to publish the attached Notice of Intention to Purchase Real Property located at 3007 I Street, Eureka, California and 3015 I Street, Eureka, California as required by California Government Code Section 25350.

Narrative Explanation of Financial Impact:

The purchase of the Real Property Located at 3007 I Street, Eureka, Ca. and 3015 I Street, Eureka, Ca with fund 1175, budget unit 435001 - PH Laboratory Expansion, will allow DHHS-Public Health to move forward with the construction of the new Public Health Laboratory. The anticipated cost of the land purchase is $350,000, which was budgeted for in the FY 23/24 county budget.  This amount includes staff time, appraisal fees and miscellaneous costs supporting the acquisition process. Future construction expenses related to the development of the new Public Health Laboratory will be budgeted in subsequent years during county budget process as appropriate.

 

There is no impact to the general fund.

The Board may choose not to approve the Notice of Intent to Purchase Real Property located at 3007 I Street, Eureka, California and 3015 I Street, Eureka, California.  However, this is not recommended as it does not support the goals outlined in the county’s 2020 Facilities Master Plan.
