Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the Redway Transfer Station Improvements Project; and
2. Find that the Redway Transfer Station Improvements Project is exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15301, 15302 and 15303 of Title 14 of the California Code of Regulations; and
3. Direct the Clerk of the Board to advertise the Redway Transfer Station Improvements Project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Oct. 7, 2025, at 2:00 p.m.

DISCUSSION:
The Redway Transfer Facility has been operating at its current location since the 1970s with the original facilities constructed in December 1975. The facility and associated infrastructure are located on a property shared with the California Department of Forestry and Fire Protection (Cal Fire). The parcel (Assessor's Parcel Number 222-161-002) is owned by the State of California and a portion leased by the County for the Redway Transfer Facility.

The county entered into a 20-year lease beginning on Mar. 8, 2010, to provide long-term solid waste collection and recycling services to the Southern Humboldt Area. The long-term lease supports amortizing facility upgrades over time, minimizing rate increases for residents.

In 2014, the County completed a project to rehabilitate pavement and drainage infrastructure at the Redway Transfer Stations. That project also decommissioned the existing septic system and included erosion control and water pollution improvements.

The current project will replace the existing 10-foot by 34-foot vehicle scale and portable bathroom with a 11-foot by 70-foot scale, a weigh station, an Americans with Disabilities Act (ADA)-compliant bathroom, signage and a vehicle light system. The project includes constructing a metal building for recycling, repairs and remodeling of the existing transfer building, walkway and parking ADA improvements, upgrades to the electrical water, and wastewater system, surface drainage improvements, and replacement of existing fencing with chain-link fencing and a sliding gate.

The Redway Transfer Station project was evaluated for compliance with CEQA during the project development phase. It was determined that the project described herein falls under Categorical Exemption Class 1 (Existing Facilities, State CEQA Guidelines Section 15301), Class 2 (Replacement or Reconstruction, State CEQA Guidelines Section 15302), and Class 3 (New Construction or Conversion of Small Structures, State CEQA Guidelines Section 15303). Class 1 exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Class 2 exemptions consist of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity. Class 3 exemptions consist of the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made to the exterior of the structure. There are no unusual circumstances or historical resources that would make this exemption inapplicable.

In August 2023, the Board of Supervisors adopted Resolution #23-118 that assigned specified functions in administering CEQA to the Department of Public Works pursuant to 14 CCR 15025. As such, Public Works has determined the project is exempt from environmental review pursuant to Sections 15301, 15302 and 15303 of the CEQA Guidelines.

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications for the Redway Transfer Station Improvement Project; find the Redway Transfer Station Improvement Project is exempt from environmental review under the California Environmental Quality Act pursuant to Sections 15301, 15302 and 15303 of Title 14 of the California Code of Regulations; and direct the Clerk of the Board to advertise the Redway Transfer Station Improvement Project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, Oct. 7, 2025, at 2:00 p.m.

Narrative Explanation of Financial Impact:
There is no financial commitment until the Redway Transfer Station Improvement Project is awarded. This project is 100% funded by the franchise fees collected by Department of Public Works from the contract with Recology and tipping fee collected by Recology from users of the Redway Transfer Facility. The engineers estimate for construction of Redway Transfer Facility Improvement Project is $1,667,080.00. Expenditure appropriations related to completion of the Redway Transfer Station Improvement Project are included in the approved fiscal year 2025-26 budget for Solid Waste, 3691-438.

STAFFING IMPACT:
The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the attached plans and specifications. However, this alternative is not recommended since the project will provide Southern Humboldt community with improved waste transfer services, ADA compliant facilities, and enhanced operational efficiency using already budgeted funds.
