RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project;
2. Award the attached project agreement to Wahlund Construction, Inc., for the total amount of Nine Hundred Twenty-Eight Thousand Fifty-Six Dollars and Seventy Cents ($928,056.70); and
3. Authorize the Chair of the Board to execute the attached project agreement with Wahlund Construction, Inc. upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On Feb. 9, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project for bids. On March 16, 2021, the County of Humboldt received four bids for the project. The bid results are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project. Staff also recommends that the attached project agreement be awarded to Wahlund Construction, Inc., for the total amount of $928,056.70 and that the Chair of the Board be authorized to execute the attached project agreement with Wahlund Construction, Inc. upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
The Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The contract bid amount is Nine Hundred $928,056.70. The total project cost is estimated at $1,160,075. The Humboldt County Road Fund will be responsible for $133,060.60 of the total costs associated with the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project are included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 1200-321. As a result, completion of the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Mattole Road (F3C010) Post Miles 40.98, 42.76 and 43.62 Storm Damage Repair Project to Wahlund Construction, Inc. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
