RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the plans and specifications for the Juvenile Probation Division Americans with Disabilities Act (ADA) Modification Project; and

2.                     Authorize the Clerk of the Board to advertise the above-referenced project, pursuant to Section 22037 of the California Public Contract Code, with bids to be open on January 14, 2020.

DISCUSSION:

On Sept. 7, 2016, the county entered into a Consent Decree with the United States Department of

Justice (DOJ) that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all county-owned and leased facilities that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act. The Juvenile Probation Division ADA Modification Project is part of this compliance effort.

 

On April 15, 2019, the County of Humboldt entered into a consultant services agreement with Nichols, Melburg & Rossetto, AIA & Associates, Inc. (NMR) to design ADA improvements in the Juvenile Probation Division.

 

The scope of work at the Juvenile Probation Division, located at 2002 Harrison Ave., Eureka, CA,  includes the following items: renovation of the existing unisex restroom located on the main level, redesign of the lobby service window so that it is accessible to those with disabilities, design an alcove for an accessible high/low drinking fountain on the main level, enlarge one door to the conference room on the main level so that it is accessible, redesign handrails on the stair cases so they are accessible and redesign the path of travel at the main entrance by replacing the landing at the public door, re-grading the sidewalk in front of the probation building, and design an accessible pathway from the sidewalk to the door landing at the public entrance.

 

Staff worked with Public Works, Juvenile Probation, and NMR in the review and development of the project’s plans and timeline.

 

The construction schedule is expected to be 100 calendar days and is anticipated to begin on Feb. 3, 2020.

 

 

FINANCIAL IMPACT:

The total cost for the Juvenile Probation Division ADA Modification Project with bid and construction contingencies is estimated at $455,730. In Fiscal Year 2018-19, the county paid $12,106 for design services and site preparation. The ADA Compliance budget (3552-152) included $400,000 in its Fiscal Year 2019-20 budget for the project. A supplemental budget may be needed once the project has bid and actual construction costs are known.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to approve the plans and specifications and authorization to bid. This is not recommended as the county may be subject to fines for non-compliance, as Juvenile Probation Division is a facility identified by the DOJ with ADA barriers that must be removed.
