Recommendation

That the Board of Supervisors:

1.                     Authorize the Chair to sign the Resolution;

3.                     Email an executed copy to Senator Mike McGuire and Assemblymember Jim Wood.

DISCUSSION:

The Board of Supervisors would like to adopt a resolution in support of Proposition 35 (Prop 35).  A yes vote on Prop 35 will address the health care crisis by securing dedicated resources to protect and expand patient access to care at community health clinics, hospitals, emergency rooms, primary care, family planning, mental health providers and specialty care providers.

 

Prop 35 secures ongoing revenue by extending as existing tax on health insurance companies, without raising taxes on individuals, and dedicates those funds to protect and expand access for all Californians. This proposition will extend this revue permanently as it is set to expire in 2026.

 

Prop 35 also expands our state’s education and training programs to create pipelines of health care workers and providers, including nurses, mental health providers, physician assistants, dentists and medical assistants.

 

Prop 35 also imposes strict accountability that prevents the state from redirecting these funds for non-health care purposes. It requires that 99% of the revenue must go to patient care, caping administrative expenses at 1%. It also requires independent financial audits to ensure funds are spent as intended.

 

It is for these reasons that the Humboldt County Board of Supervisors supports this Prop 35.  It helps the most rural of areas ensure health care for all.

The passing of Proposition 35 will secure dedicated funding without raising taxes.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors could choose not to support this resolution; however, Prop 35 is important to rural healthcare and is supported by other rural agencies such as Rural County Representatives of California.
