Recommendation
That the Board of Supervisors:
1. Authorize the purchase of one Peterbilt 567 dump truck and one Elgin Crosswind 1 street sweeper truck;
2. Authorize the Purchasing Agent to enter into separate purchase agreements with Coast Counties Truck & Equipment Co. and Owen Equipment;
3. Declare one 2001 dump truck, asset number 52-727, and one 2003 street sweeper, asset number 47-862, as surplus; and
4. Approve the attached supplemental budget for fund 3540, budget unit, 330 - Heavy Equipment Fiscal Year (FY) 2020-21 (4/5 vote required).

DISCUSSION:
The Humboldt County Department of Public Works - Heavy Equipment Division (“Public Works”) is requesting authorization to enter into separate purchase agreements for one Peterbilt 567 Dump Truck and one Elgin Crosswind 1 Street Sweeper Truck. The above-referenced equipment will replace one existing 2001 Peterbilt 378 Dump Truck and one existing 2003 Tymco Street Sweeper that no longer meet current State of California emissions requirements. Should the Board choose to declare the existing dump truck, asset number 52-727, and street sweeper, asset number 47-862, as surplus, they will be sold at auction.
Public Works received one (1) quote for a dump truck from Coast Counties Truck & Equipment Co., doing business as Coast Counties Peterbilt, a member of Sourcewell, formally the National Joint Powers Alliance. Public Works intends to purchase this piece of equipment under the Peterbilt Motors Company cooperative purchase agreement. Public Works received one (1) quote for a street sweeper from Federal Signal Corp., doing business as Elgin, a member of Sourcewell. Public Works intends to purchase this piece of equipment under the Federal Signal Corp. cooperative purchase agreement.
FINANCIAL IMPACT:
The total cost to purchase one Peterbilt 567 Dump Truck and one Elgin Crosswind 1 Street Sweeper Truck is $561,158.49. Public Works chose to purchase the new equipment outright as the existing equipment has already been fully depreciated. Public Works will purchase, capitalize, maintain and insure the above-referenced equipment using the fund balance from the Heavy Equipment Internal Service Fund (3540). Approval of staff recommendations will result in a supplemental budget in the amount of $561,159 for Heavy Equipment (3540330). The recommended actions will not impact the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by managing resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose to keep the outdated equipment, but this equipment would need to be placed out of service eventually to meet California emission standards. The Board may also postpone the purchase, but that would require the continued costly repair of the aging equipment.
