RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Board Chair to sign the attached resolution that accepts grant funding from the CalTrans Clean California Local Grant Program in the amount of $285,389 for the Beautifying the Bay Project and authorizes the County Administrative Officer to execute the grant agreement and any subsequent amendments, certifications, reimbursement requests and other documents necessary to implement the Project and administer the grant; and
2. Authorize the County Administrative Officer, or designee, to execute the CalTrans RGA-01-CCEP-04 agreement; and
3. Authorize the County Administrative Officer to sign the Professional Services Agreement with Redwood Community Action Agency for fiscal years (FY) 2025-26 and 2026-27 in the amount of $256,850.10, for the implementation of grant awarded project, contingent upon final approval by Risk.

DISCUSSION:
The Humboldt County Workforce Development Board is seeking approval to accept and implement the “Building Futures, Beautifying the Bay,” grant-funded initiative aimed at improving environmental conditions in the Humboldt Bay area while expanding workforce development opportunities for at-risk youth. The proposed project is a partnership between the Humboldt County Workforce Development Board and Redwood Community Action Agency which builds upon prior local beautification efforts while addressing ongoing challenges related to litter, illegal dumping and graffiti in public spaces, particularly along the Samoa Peninsula, the Humboldt Bay Trail corridor and in the community of Loleta.
Through this program, Redwood Community Action Agency, in partnership with the Humboldt County Workforce Development Board and local organizations, will provide employment and training opportunities for youth ages 16 to 24 who face significant barriers to employment. These barriers may include experiences with homelessness, foster care, involvement in the justice system or other socioeconomic challenges. Two cohorts of participants will receive job training, hands-on work experience and pathways to long-term employment in fields such as environmental stewardship, sanitation and natural resource management.
Led by Redwood Community Action Authority cohorts will participate in a coordinated series of cleanup and beautification activities, including community cleanup events, ongoing Adopt-a-Road efforts and targeted work along public rights-of-way, parks and trail corridors. Efforts will include the planting and maintenance of native vegetation and a public outreach campaign designed to encourage responsible waste disposal and community engagement.
The initiative also emphasizes long-term sustainability through the development of partnerships and coordinated strategies among local agencies and community organizations. These efforts include establishing an ongoing working group, expanding programs such as Adopt-a-Trail and enhancing communication through shared outreach platforms and community campaigns.
The HCWDB approved staff to submit this grant application on Oct. 31, 2025, followed by notification of award from CalTrans on Feb. 18, 2026. On Feb. 27, 2026, the HCWDB approved the award for submission to Humboldt County Board of Supervisors for approval and acceptance.
Approval of this item will allow the county to move forward with contracting with Redwood Community Action Agency who will implement the program focused on addressing environmental needs while creating meaningful employment pathways for vulnerable populations. Further, this project aligns with the Humboldt County Comprehensive Economic Development Strategy by balancing increases in use and development with the protection of natural assets, as well as, through providing avenues for growth in workforce initiatives, education and training to develop a relevant talent pool for employers.

Narrative Explanation of Financial Impact:
The CalTrans California Cleanup Employment Program, “Building Futures, Beautifying the Bay” Grant Award provides grant funds in the amount $285,389 of which $256,850.10 will be contracted to Redwood Community Action Agency for administration and implementation of the workforce program. Local match funds in the amount of $9,911 are included in the proposed FY 2026-27 Economic Development Workforce Development budget, 1120287. The total costs are estimated to be $295,300.
STAFFING IMPACT:
There are minimal staffing impacts as a result of this funding. Staffing impacts will include staff time dedicated to grant oversight.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decide not to accept this grant or execute the attached Professional Services Agreement. However, this is not recommended as the grant and Professional Services Agreement will create many opportunities for in-need youth.
