RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Waive the requirements of the Humboldt County Nuclear Free Ordinance with regard to the attached data sharing agreement with Partnership HealthPlan of California;
2. Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute the attached data sharing agreement with Partnership HealthPlan of California regarding the exchange of health care utilization data pertaining to individuals who are experiencing, or at risk of experiencing, homelessness in Humboldt County for the period of Feb. 23, 2021 through June 30, 2026; and
3. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached data sharing agreement with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) provides supportive services that are designed to assist individuals experiencing, or at risk of experiencing, homelessness in Humboldt County with obtaining and maintaining permanent housing. When a permanent supportive housing unit becomes available, a team of housing and behavioral health specialists convenes to review and select potential tenants to apply for the vacant unit.
The attached data sharing agreement will allow DHHS - Behavioral Health to receive health care utilization data pertaining to individuals who are experiencing, or at risk of experiencing, homelessness in Humboldt County from Partnership HealthPlan of California, the Medi-Cal Managed Care Plan for Medi-Cal beneficiaries residing in Humboldt County, for the period of Feb. 23, 2021 through June 30, 2026. The health care utilization data received pursuant to the terms and conditions of the attached data sharing agreement will be considered alongside internal behavioral health utilization data and vulnerability assessments in order to prioritize permanent supportive housing tenant selection.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS Director, or a designee thereof, to execute the attached data sharing agreement with Partnership HealthPlan of California regarding the exchange of health care utilization data pertaining to individuals who are experiencing, or at risk of experiencing, homelessness in Humboldt County for the period of Feb. 23, 2021 through June 30, 2026. Staff also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached data sharing agreement with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid in any unnecessary delays in the exchange of health care utilization data pertaining to individuals who are experiencing, or at risk of experiencing, homelessness in Humboldt County.
FINANCIAL IMPACT:
There are no costs associated with the attached data sharing agreement with Partnership HealthPlan of California. As a result, approval of the attached data sharing agreement with Partnership HealthPlan of California will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached data sharing agreement with Partnership HealthPlan of California regarding the exchange of health care utilization data pertaining to individuals who are experiencing, or at risk of experiencing, homelessness in Humboldt County. However, this alternative is not recommended as it will not allow DHHS - Behavioral Health to receive valuable health care utilization data for use in selecting permanent supportive housing tenants.
