RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services for the period of July 1, 2023 through June 30, 2024; and
2. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached agreement to the Department of Public Works for further processing.

DISCUSSION:
The Humboldt County Association of Governments designated the Humboldt Transit Authority as the Consolidated Transportation Services Agency for Humboldt County, effective July 1, 2016. As the Consolidated Transportation Services Agency, Humboldt Transit Authority is responsible for administering a consolidated region-wide program to provide advance reservation, curb-to-curb transportation for qualified elderly and disabled persons in the Cities of Arcata and Eureka and unincorporated areas of Humboldt County. The Dial-A-Ride program currently serves approximately nine hundred (900) registrants and provides approximately Eighteen thousand (18,000) rides per year. Such services are financed by Transit Development Act funds administered through the Humboldt County Association of Governments.
The attached agreement defines the roles, responsibilities, and commitments regarding the continued provision of region-wide Dial-A-Ride services for the period of July 1, 2023 through June 30, 2024. Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services.

Narrative Explanation of Financial Impact:
The attached agreement regarding the continued provision of region-wide Dial-A-Ride services for County of Humboldt’s current cost share of $163,323. Expenditure appropriations related to the attached agreement have been included in the proposed fiscal year 2023-2024 budget for the Transportation Services Fund 1150-910. As a result, approval of the attached agreement will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose to not approve the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services. However, this alternative is not recommended since it will not allow for the cost-efficient provision of region-wide Dial-A-Ride services.
