RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached first amendment to the software license and support services agreement with JUMP Technology Services, L.L.C. regarding the provision, support and maintenance of an electronic case management system for the period of July 1, 2019 through June 30, 2021;

2.                     Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the software license and support services agreement with JUMP Technology Services, L.L.C., after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached first amendment to the software license and support services agreement with JUMP Technology Services, L.L.C. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On June 18, 2019 (Item C-8), the Humboldt County Board of Supervisors approved the current software license and support services with JUMP Technology Services, L.L.C. (“JUMP Technology Services”) regarding the provision, support and maintenance of an electronic case management system that is capable of tracking caseload data for the Humboldt County Adult Protective Services (“APS”) and In-Home Supportive Services (“IHSS”) programs.  The attached first amendment to the software license and support services agreement with JUMP Technology Services will expand the scope of the licenses and support services provided thereunder to allow for the inclusion of IHSS enrollment, orientation and registry components to the current electronic case management system.

 

Accordingly, the Humboldt County Department of Health and Human Services - Social Services (“DHHS - Social Services”) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the software license and support services agreement with JUMP Technology Services regarding the provision, support and maintenance of an electronic case management system for the period of July 1, 2019 through June 30, 2021.  It is also recommended that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute all subsequent amendments to the software license and support services agreement with JUMP Technology Services, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision, support and maintenance of the electronic case management system utilized by APS and IHSS.

 

FINANCIAL IMPACT:

The attached first amendment to the software license and support services agreement with JUMP Technology Services will increase the maximum amount payable thereunder from Fifty-Nine Thousand Three Hundred Sixty-Eight Dollars ($59,368.00) to Sixty-Seven Thousand Three Hundred Sixty-Eight Dollars ($67,368.00) for the period of July 1, 2019 to June 30, 2021.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the software license and support services agreement with JUMP Technology Services in its entirety. 

 

Expenditure appropriations related to the attached first amendment to the software license and support services agreement with JUMP Technology Services have been included in the approved fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-504.  Funding for the attached first amendment to the software license and support services agreement with JUMP Technology Services is available through state realignment revenues received by DHHS - Social Services.  As a result, approval of the attached first amendment to the software license and support services agreement with JUMP Technology Services will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining technological infrastructure, protecting vulnerable populations and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached first amendment to the software license and support services agreement with JUMP Technology Services regarding the provision, support and maintenance of an electronic case management system.  However, this alternative is not recommended since it will not allow necessary upgrades to be made to the current electronic case management system utilized by APS and IHSS.
