RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Chair to sign the Governing Body Resolution for the Statewide Flood ER Grant and direct the Clerk of the Board to certify; and

2.                     Direct the Clerk of the Board to return a signed and certified copy of the above-named resolution to the Sheriff’s Office, Attn: Ryan Derby, for immediate submission to the California Department of Water Resources.

DISCUSSION:

The California Department of Water Resources (DWR) provides funding assistance to counties to support flood response and planning efforts at the local level. Approval of the attached resolution will allow the Sheriff’s Office to apply for the Statewide Flood Emergency Response (ER) grant.

 

This grant will support an update to the County’s Flood Contingency Plan, as well as fund the development of a Levee Safety Plan, and will purchase flood fight materials and emergency lighting for flood and/or levee failure response. Additional projects associated with this grant opportunity will involve training community partners on the updated and newly created plans, as well as providing levee assessment and safety training to local public safety personnel and levee maintenance agencies.

Narrative Explanation of Financial Impact:

If awarded, this grant will provide up to $189,000 to the County of Humboldt in Fund 1100, Budget Unit 274 - Office of Emergency Services for flood emergency planning, training, and response activities in Fiscal Year (FY) 2024-25. This grant opportunity has no local funding match requirement. If awarded, the Sheriff’s Office will return to your Board with a supplemental budget request.
