RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Boys & Girls Club of the Redwoods regarding the implementation and administration of the SMART Moves, SMART Girls and Passport to Manhood programs in an amount not to exceed $72,000 for the period of July 1, 2025, through June 30, 2026; and
2. Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with the Boys & Girls Club of the Redwoods, after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
3. Find that paying Boys & Girls Club of the Redwoods in advance for the implementation and administration of the SMART Moves, SMART Girls, and Passport to Manhood programs pursuant to the terms and conditions of the attached professional services agreement will serve a public purpose by ensuring continuity of these programs to youth residing in Humboldt County; and
4. Authorize issuance of an advanced payment in the amount of $72,000 to Boys & Girls Club of the Redwoods for the provision of the services required pursuant to the terms and conditions of the attached professional services agreement for the period of July 1, 2025, through June 30, 2026; and
5. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Boys & Girls Club of the Redwoods to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Boys & Girls Club of the Redwoods is part of a nationwide affiliation of local, autonomous organization of Boys & Girls Club of America working to help youth of all backgrounds develop qualities needed to become responsible citizens and leaders. The program offered by Boys & Girls Club of the Redwoods are designed to drive positive outcomes and reinforce the development of essential life skills for youth residing in Humboldt County.
On Nov. 3, 2020, the Board approved a professional services agreement with the Boys & Girls Club of the Redwoods regarding implementation of the SMART Moves, SMART Girls and Passport to Manhood programs which are designed to provide youth with tools to resist alcohol, tobacco and other drugs, avoid premature sexual activity and transition from adolescence to adulthood.
The attached professional services agreement with Boys & Girls Club of the Redwoods will allow for the continued implementation and administration of the SMART Moves, SMART Girls and Passport to Manhood programs for the period of July 1, 2025 through June 30, 2026. The services provided by Boys & Girls Club of the Redwoods pursuant to the terms and conditions of the attached professional services agreement are not mandated, however, the intended use meets the requirements of promoting the health of Medi-Cal beneficiaries.
Accordingly, the Department of Health and Human Services - Social Services (DHHS - Social Services) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Boys & Girls Club of the Redwoods regarding the continued implementation and administration of the SMART Moves, SMART Girls and Passport to Manhood programs for the period of July 1, 2025 through June 30, 2026. It is also recommended that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Boys & Girls Club of the Redwoods, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation or administration of the SMART Moves, SMART Girls and Passport to Manhood programs.

The attached professional services agreement with the Boys & Girls Club of the Redwoods has a maximum amount payable of $72,000 for the period of July 1, 2025 to June 30, 2026. However, in the event, local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Boys & Girls Club of the Redwoods in its entirety.
Expenditure appropriations related to the attached professional services agreement with Boys & Girls Club of the Redwoods have been included in the proposed fiscal year 2025-2026 budget for DHHS - Social Services budget unit 1160-511. One-hundred percent of the funding needed for the attached professional services agreement with Boys and Girls Club of the Redwoods is available through intergovernmental transfer revenues received by DHHS - Social Services.
STAFFING IMPACT:
Approval of the attached professional services agreement with Boys & Girls Club of the Redwoods will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Boys & Girls Club of the Redwoods regarding the implementation and administration of the SMART Moves, SMART Girls and Passport to Manhood programs. However, this alternative is not recommended since it will not allow for the implementation of programs that are designed to provide youth with tools to resist alcohol, tobacco and other drugs, avoid premature sexual activity and transition to adulthood.
