RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair of the Board, Sheriff, Undersheriff, and Deputy Director of Financial and Support Services to accept grant funds and execute all necessary contracts and agreements and amendments thereto, in the name of the County of Humboldt, and all other certifications, assurances, Memorandums of Understanding, or documents required by the Department of Parks and Recreation Division of Boating and Waterways to facilitate documents that need to be signed timely for this grant; and
2. Approve the Supplemental Budget (Attachment 2) for the Division of Boating and Waterways budget unit 1100-221900 in the amount of $30,509 (4/5 Vote Required).

DISCUSSION:
A major boating safety issue for the county is overturned or swamped recreational boats as the result of vessels being operated in unsafe weather conditions and without proper required safety equipment (i.e. personal flotation devises). Recreational boaters underestimate the power of the water, how cold the water is, and how quickly a minor incident can turn fatal. Fishing, crabbing, sailing, and kayaking are the most common uses of our bays and ocean. Humboldt Bay also hosts several large public events each year and some of these events occur during nighttime hours. Humboldt County Sheriff’s Office (HCSO) has secured funding through the Department of Parks and Recreation Division of Boating and Waterways to purchase a FLIR Thermal Imaging Camera and Control unit to greatly improve our ability to identify safety issues from a distance during nighttime and operations and in inclement weather such as fog. FLIR cameras allow for situational information that cannot be seen with the naked eye during these adverse conditions and aid Deputies with navigation during darkness. Having this equipment helps create a safer community on our waterways and helps partnerships with other agencies such as the U.S. Coast Guard. The HCSO has receive a Notice of Award (Attachment 1) for grant funding totaling $30,509 to purchase this FLIR equipment.

Narrative Explanation of Financial Impact:
The supplemental budget request (Attachment 2) recognizes the receipt of $30,509 in grant revenue for FY2024-25. The funds will be utilized for a one-time purchase of a FLIR Thermal Imaging Camera and Control Unit for use on waterway patrols. There is no grant match. The adopted budget for 1100-221900 Boating Safety Grant includes $138,000 salary & benefits of 1.0 Deputy Sheriff, $45,285 for operational supplies and services and $1,400 for insurance charges. Should the FLIR need repairs and maintenance in the future, it would be paid for by the annual grant. The General Fund allocation of $63,155 is from Humboldt County Boat Taxes.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the request to accept the grant funds; however, this is not recommended as these funds will aid the HCSO in providing a safer environment for our community members when accessing our waterways. Time is of the essence when a recreational or commercial boater is in distress and the FLIR equipment can greatly aid our patrol deputies in bringing people to safety.
