Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, and County Counsel to execute any and all documents necessary to secure and accept the anticipated Grant Offers for Grant No. 3-06-0072-019-2023 in the amount of $90,000 and Grant No. 3-06-0072-020-2023 in the amount of $52,200; and
2. Authorize the Director of Aviation, or designee thereof, to execute future amendments to Grant No. 3-06-0072-019-2023 and Grant No. 3-06-0072-020-2023, after review by County Counsel, Risk Management, and the County Administrative Office

DISCUSSION:
In November 2022, the Humboldt County, Department of Aviation submitted a Fiscal Year (FY) 2023 Pre-Application for a grant of federal funds to design the install of Murray Field (EKA) Runway 12/30 Vertical Guidance System (PAPI-4) (Final Design and Reimbursable Agreement). This project consists of installing new PAPI-4 systems on both ends of Runway 12/30. There is currently no vertical guidance system on the Runway (RW) 12 end, and there is an FAA owned Visual Approach Slope Indicator (VASI) system on the RW 30 end. Additionally, the FAA will fund a reimbursable agreement with the FAA Air Traffic Organization (ATO) for their design support. The FAA ATO has agreed to participate in this project and will own and maintain the PAPI systems after completion.
The Federal Aviation Administration accepted and approved the pre-applications. Additionally, the FAA has committed, in writing, that grant offers are currently being developed with an anticipated delivery date to the Department of Aviation prior to September 13, 2023. Due to the pending end of Federal Fiscal Year on September 30, 2023, the FAA has indicated that the deadline for the Department of Aviation to return the accepted grant offer will be September 15, 2023.

Accordingly, staff recommends that the Board authorize the Humboldt County Director of Aviation, or designee thereof, and County Counsel to execute any and all documents necessary to secure and accept the above-mentioned grant once offered. Staff are bringing forward this Board report prior to receiving the official grant offers due to the anticipated deadline for accepting the grant being 09/15/2023.

Narrative Explanation of Financial Impact:
DOT FAA anticipated Grant Offer No. 3-06-0072-019-2023 and 3-06-0072-020-2023 will provide funding to Humboldt County to support the installation of Runway 12/30 Vertical Guidance Systems (final design and reimbursable agreement) in the total amount of $142,200. The County of Humboldt would be responsible for up to $14,650, or 9.34% of the overall project costs.
These amounts have been budgeted in the adopted Fiscal Year (FY) 2023/24 Aviation Capital Project Budget (3539-170). Therefore, there is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board of Supervisors may choose not to authorize the Humboldt County, Director of Aviation, or designee thereof, and County Counsel to execute the anticipated Grant Offers for Grant No. 3-06-0072-019-2023 and 3-06-0072-020-2023 for the cumulative total of $142,200. However, this alternative is not recommended as without these funds, the Department of Aviation would become dependent on the General Fund to continue improvement projects at Humboldt County Airports and to fund the installation of Runway 12/30 Vertical Guidance Systems safety equipment at Murray Field.
