Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center at McKinleyville in an amount not to exceed $241,872 for the period of July 1, 2020 through June 30, 2021;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with McKinleyville Community Collaborative to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
On Nov.6, 2018 (Item C-23), the Board approved the lease for The Center at McKinleyville (The Center) which is located at 1615 Heartwood Drive in McKinleyville, California. The build-to-suit project broke ground on April 15, 2019 and The Center is anticipated to be ready for occupancy in the summer or fall of 2020. McKinleyville Community Collaborative has been the lead organization in preparing for the integrated and collaborative project.
The Center at McKinleyville is a product of intense collaboration between the Humboldt County Department of Health and Human Services (DHHS), McKinleyville Community Collaborative, the North Coast Regional Department of Social Services, Open Door Community Health Centers and other partner agencies, and when opened will be a model for service delivery and regionalization. The attached professional services agreement will allow McKinleyville Community Collaborative to continue activities in preparation for occupancy at The Center, and perform certain service integration functions, including, without limitation, the provision of hospitality, community engagement, cross agency collaboration, training and evaluation services, once The Center is occupied.
The COVID-19 pandemic has delayed construction of The Center which has resulted in uncertainty regarding potential occupancy dates. As a result, the hospitality, and other occupancy-related, services set forth in the attached professional services agreement with McKinleyville Community Collaborative will not be provided until The Center opens.
Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center for the period of July 1, 2020 through June 30, 2021. It is also recommended that the Board of Supervisors authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with McKinleyville Community Collaborative, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the performance of needed service integration functions.
FINANCIAL IMPACT:
The attached professional services agreement with McKinleyville Community Collaborative has a maximum amount payable of $241,872 for the period of July 1, 2020 through June 30, 2021. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with McKinleyville Community Collaborative in its entirety.
Expenditure appropriations related to the attached professional services agreement with McKinleyville Community Collaborative have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-511. Funding for the attached professional services agreement with McKinleyville Community Collaborative is available through various state and federal revenues received by DHHS - Social Services. As a result, approval of the attached professional services agreement with McKinleyville Community Collaborative will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health, providing community-appropriate levels of services and supporting business and workforce development.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with McKinleyville Community Collaborative regarding the performance of service integration functions at The Center. However, this alternative is not recommended since it would limit the provision of decentralized services in Humboldt County.
