RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the purchase of one (1) Caterpillar CW16 Paving and Compaction Chip Seal Roller;

2.                     Authorize the Purchasing Agent to enter into a purchase agreement with Peterson CAT;

3.                     Declare one (1) 1988 Hyster Chip Seal Roller C530A, equipment number 46827, as surplus equipment; and

4.                     Approve the attached supplemental budget for fund 3540, budget unit 330 - Heavy Equipment (4/5 vote required).

DISCUSSION:

The Humboldt County Department of Public Works, Heavy Equipment Division is requesting authorization to enter into a purchase agreement for one (1) Caterpillar CW16 Paving and Compaction Chip Seal Roller.  The chip sealer roller will replace one (1) existing 1988 Hyster chip seal roller that is no longer functioning.  Should the Board choose to declare the 1988 Hyster chip seal roller, equipment number 46827 as surplus, it will be cannibalized and used as parts for the current fleet.  The Public Works Heavy Equipment Division received one (1) quote from Peterson CAT a member of Sourcewell, formally the National Joint Powers Alliance.  Public Works intends to purchase this piece of equipment under the Caterpillar Inc. cooperative purchase agreement.  The total quoted sales price including taxes and fees is One Hundred Thirteen Thousand Seven Hundred Fourteen Dollars and Forty Cents ($113,714.40). 

 

FINANCIAL IMPACT:

As noted above, the total cost to purchase the one (1) Caterpillar CW16 Paving and Compaction Chip Seal Roller is One Hundred Thirteen Thousand Seven Hundred Fourteen Dollars and Forty Cents ($113,714.40).  Heavy Equipment intends to purchase the equipment outright using the fund balance from the Heavy Equipment Internal Service Fund 3540 fund.  The attached supplemental budget, if approved, will transfer One Hundred Thirteen Thousand Seven Hundred Fifteen Dollars ($113,715.00) from line item 3540330-9101 to 3540330-8488 Roads Equipment.  There is no impact to the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by managing resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the purchase. This alternative is not recommended because it will cause a shortage of heavy equipment required for road maintenance.
