RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve and authorize the Chair to sign Resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the U.S. Department of Justice Community Oriented Policing Services (COPS) Fiscal Year (FY) 2026 School Violence Prevention Program (SVPP) grant application; and
2. If awarded, authorize the County Administrative Officer, the Sheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the Department of Justice for participation in the program, provided all contractual documents are reviewed and approved by Risk Management and County Counsel prior to signing; and
3. Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in email format, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:
The purpose of the FY2026 COPS SVPP grant funding opportunity is to improve security at schools and on school grounds through the implementation of evidence-based school safety programs and technology. SVPP awards will contribute to this goal by funding projects which include purchase and installation of certain allowable equipment and technology and other measures to significantly improve school security. Grant funding objectives include improving information sharing with local law enforcement, increasing interaction and improved communication between law enforcement and school officials, reducing notification times to law enforcement, improved response times to threats and events, and accurate identification of danger and follow-up, increasing knowledge and use of community policing principles and increasing school safety and sustainability planning efforts.
The award ceiling for this grant opportunity is $500,000. If awarded, it will be used to create interoperable Critical Response Group's Collaborative Response Graphics incident-mapping system for Humboldt County's critical infrastructure for Humboldt County’s 88 public schools, secondary schools, and acute care hospitals. The software will integrate facility site maps into existing public safety platforms, and coordinate training for law enforcement, fire, EMS, dispatch and facility partners for collaborative and efficient response to active threats of school violence in and around public schools and hospitals.

Narrative Explanation of Financial Impact:
This will be HCSO’s first application for COPS School Violence Prevention Program grant funding. The award ceiling for this grant is $500,000. Total grant funding available for software is $425,000. Indirect charges are included and calculated using 10%, or $50,000, supporting administrative and central service (e.g., Purchasing, Information Technology) functions necessary to manage the project, and 5%, or $25,000, for grant administration salaries, totaling the federal 15%, or $75,000, de minimis maximum allowable. Critical Incident Mapping software will cost approximately $514,098, for a full project cost of $589,098. HCSO is requesting $500,000 from the COPS grant funding and will supplement remaining project costs in the amount of $89,098 with other grant funding, which HCSO has secured through the FY24 Homeland Security Grant Program through a project modification for the CIM software. There is no match requirement for this grant. If awarded, HCSO will return to your board for a supplemental budget.

Your Board may choose not to apply for this funding award. This is not recommended as violent crime in rural Humboldt County communities is on the rise and this funding will provide HCSO with the necessary funding.
