Professional Clinical Education Affiliation Agreement with Capella University, LLC Regarding the Placement of Student Interns at Various Department of Health and Human Services (DHHS) - Behavioral Health Facilitiesend

 

RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1. Approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached professional clinical education affiliation agreement with the Capella University, LLC regarding the placement of student interns at various DHHS - Behavioral Health facilities for the period of Oct. 6, 2026, through June 30, 2027, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

2. Authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute student placement agreements that are substantially similar to the attached professional clinical education affiliation agreement with Capella University, LLC, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3. Direct the Clerk of the Board to provide the DHHS - Contract Unit with one fully executed electronic copy of the certified Board order related to this Item.

DISCUSSION:

Capella University, LLC offers approved and accredited online graduate level program which requires students to participate in clinical experiences.  These training experiences are designed to give students on-site instruction and experience under supervision from licensed professionals.  Students participate in part-time practice delivering services through direct contact hours while completing online site-based learning courses.  The internship experiences are devoted to students practicing specific clinical skills, including, without limitation, interviewing, assessment, intervention, documentation and consultation in a clinical practice setting.

 

The attached professional clinical education affiliation agreement will allow for the placement of students enrolled in Capella University, LLC’s graduate-level marriage and family therapy program at various Humboldt County DHHS - Behavioral Health facilities for the period of Oct. 6, 2026, through June 30, 2027. 

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached professional clinical education affiliation agreement with Capella University, LLC regarding the placement of student interns at various DHHS - Behavioral Health facilities for the period of Oct. 6, 2026 through June 30, 2027, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute student placement agreements that are substantially similar to the attached professional clinical education affiliation agreement with Capella University, LLC, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid potential delays in the placement of student interns at DHHS - Behavioral Health facilities.

Behavioral Health Fund (1170)

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached professional clinical education affiliation agreement with Capella University, LLC.  As a result, approval of the attached professional clinical education affiliation agreement with Capella University, LLC.

 

STAFFING IMPACT:

Approval of the attached professional clinical education affiliation agreement with Capella University, LLC will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional clinical education affiliation agreement with Capella University, LLC regarding the placement of student interns at various DHHS - Behavioral Health facilities. However, this alternative is not recommended since it would not allow students to gain needed on-site instruction and experience under supervision from licensed professionals.
