Body

STRATEGIC PLAN:

This action supports the following areas of your Board’s Strategic Plan.

Area of Focus:  Core Services/Other

Strategic Plan Category:  9999 - Core Services/Other

DISCUSSION:

The Department of Aviation received a grant for Federal Fiscal Year (FFY) 2025 from the FAA for the design of a project to relocate Taxiway A at the California Redwood Coast Humboldt County Airport (ACV).

The Department of Aviation will submit an application for FFY 2026 to the FAA for the construction of the relocation of Taxiway A at ACV. This project will impact the FAA owned ELD, therefore, as part of the project, the FAA will provide engineering support and oversight of compliance. The relocation of Taxiway A is necessary to meet current FAA Airport Design Standards.

The Non-Federal Reimbursable Agreement will provide funding for the FAA to perform design review, site survey, cost estimate and engineering consulting services relating to the FAA’s ELD caused by the Department of Aviation’s project to shift Taxiway A.

The waiver from the provisions of the Nuclear Free Ordinance is requested since the Federal Government will not modify its agreements to accommodate local ordinances.

Narrative Explanation of Financial Impact:

The estimated cost associated with this agreement is $26,550.84.  If approved, the county is responsible for prepaying the entire estimated cost of the agreement.  After prepayment, the county will then seek reimbursement from the FAA through a future Airport Improvement Program (AIP) Grant for 90.66%, or $24,070.99, of the project costs.  The County of Humboldt would be responsible for the remaining 9.33% or $2,479.85.  This local share will be paid for out of the Aviation Enterprise Fund (3530).  There are sufficient funds for the county cost share of the project.

STAFFING IMPACT:

There is no staffing impact associated with this agreement.

OTHER AGENCY INVOLVEMENT:

FAA

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve this agreement. However, this agreement is necessary for the county to proceed with the Taxiway A Relocation construction grant, which if awarded, is anticipated to cost over $14 million, reimbursed at 90.66% from the FAA.
