RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Grant Number PS21005 with the State of California - Office of Traffic Safety for $120,000 for the term of Oct. 1, 2020 through Sept. 30, 2021;
2. Approve, and authorize the Safe Routes to School Program Coordinator to sign as the Grant Director;
3. Approve, and authorize the Director of Public Health to sign as the Authorizing Official;
4. Approve, and authorize the Public Health Budget Specialist to sign as the Fiscal Official;
5. Approve, and authorize the Safe Routes to School Program Coordinator to complete and sign page 18 of the Grant Agreement to provide access to grant management and reporting tools to necessary employees;
6. Approve, and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached Grant Agreement # 21005 after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
7. Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit.

DISCUSSION:
The City of Eureka, in a 2017 comparison with 94 cities of similar size ranked second for pedestrian involved collisions, third for pedestrian involved collisions in which the pedestrian is under the age of 15, and first for pedestrians over the age of 65.
Also in 2017, the City of Eureka ranked third for collisions involving bicyclists and fourth for collisions involving bicyclists under the age of fifteen.
According to the US Census Bureau, in 2017, nearly 13% of the population in the City of Eureka walked, biked or used public transit as the primary means of transportation. In 2018, the Humboldt County Community Health Assessment listed unintentional injuries as the leading cause of preventable and premature death with nearly one-third of these injuries related to motor vehicle collisions.
This Grant Agreement provides funding for many tools to enhance the safety of pedestrians and bicyclists. Some of the services staff will provide include community outreach via classroom education sessions (virtual or in-person) and conducting bicycle safety courses. Staff will also participate in Safe Routes to School coalition meetings, collaborate with health care providers, and participate in National Walk to School Day, National Bicycle Safety Month and California’s Pedestrian Safety Month. Funding from this grant will allow the program to distribute and correctly fit 150 helmets at bicycle rodeos.
This item is arriving to your board late due to late submission by the grantor.
FINANCIAL IMPACT:
Approval of Grant Agreement # PS21005 with OTS will allow DHHS- Public Health to be reimbursed a maximum of $120,000 for the period of Oct. 1, 2020 to Sept. 30, 2021 for bicycle and pedestrian safety in the Safe Routes to School program in Fund 1175, Budget Unit 414, Healthy Communities. This amount was included in Fiscal Year (FY) 2020-21 budget in Fund 1175, Budget Unit 414, Healthy Communities and any anticipated remaining funds will be included in the annual budget for FY 2021-22. There is no impact to the county General Fund.

OTHER AGENCY INVOLVEMENT:
None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may decide not to approve Grant Agreement # PS21005 for OTS, however, it is not recommended as it will result in a loss of both funding and services to the county.
