RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and ratify the Department of Health and Human Services - Director of Public Health’s execution of, the attached data use and disclosure agreement with CDPH regarding access to the CalREDIE system for the period of September 23, 2024 through September 22, 2027;
2. Authorize the Department of Health and Human Services - Director of Public Health, or a designee thereof, to execute any and all subsequent amendments, and any other documents directly related, to the attached agreement with the California Department of Public Health, after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
3. Direct the Clerk of the Board to return one certified copy of the Board order pertaining to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
CalREDIE is a web-based, secure, disease reporting and surveillance system implemented by CDPH. The Department of Health and Human Services - Public Health (DHHS - PH) Laboratory and Communicable Disease programs currently use CalREDIE to report cases of communicable disease to CDPH. Health care providers and laboratories can report cases of communicable diseases to their local public health departments and to CDPH through CalREDIE twenty-four hours a day. This allows local health departments and CDPH to have access to disease and laboratory reports in near real-time for disease surveillance, public health investigation and case management activities.
The attached agreement is the renewal of the CalREDIE DUDA. This agreement is required by CDPH in order to protect all personal and confidential information and provide security for protected data in compliance with all state and federal laws applicable to protected data. DHHS - PH has been using CalREDIE since 2011. The term for the CalREDIE Data Use and Disclosure Agreement shall remain in effect for three (3) years, from September 23, 2024, to September 22, 2027.
Accordingly, DHHS - PH recommends that the Board approve, and ratify the execution of, the attached agreement with the CDPH DUDA for the CalREDIE system. Staff also recommends that your Board authorize the County of Humboldt Health Officer, or a designee thereof, to execute any and all subsequent amendments, and any other documents directly related, to the attached agreement with the CDPH , after review and approval by County Counsel, Risk Management, and the County Administrative Office, in order to avoid any unnecessary delays in responding to disease management in Humboldt County.

FINANCIAL IMPACT:
There are no direct costs associated with the attached agreement with CDPH regarding the County of Humboldt’s use of and data sharing through the CalREDIE system.
STAFFING IMPACT:
There is no staffing impact associated with the attached agreement with CDPH.
OTHER AGENCY INVOLVEMENT:
N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached agreement with the CDPH regarding the County of Humboldt’s response to Communicable Disease Investigation and case management. However, this alternative is not recommended since it will affect DHHS - PH ability to meet state mandates and respond to disease cases and potential outbreaks in the community.
