RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair to execute, the agreement approving funding for Big Brothers Big Sisters of the North Coast, Inc. to demonstrate healthy adult role models and positive one-to-one mentorships to children for the period of July 1, 2019 through June 30, 2020 in an amount not to exceed $60,834.40; and

2.                     Direct the Clerk of the Board to route the fully executed agreement to the Department of Health and Human Services (DHHS) - Contract Unit for further processing.

DISCUSSION:

Big Brothers Big Sisters of the North Coast, Inc. (BBBSNC) provides professional Program Specialists and support staff to recruit, screen and guide community volunteers to demonstrate healthy adult role models and provide positive one-to-one mentorships to youth in Humboldt County through the agency’s community- and site-based programs.

 

Volunteers are required to complete and pass a rigorous background check and screening process to determine suitability to work as a mentor with children and youth. The organization assists families and legal guardians to enroll their children who need and want a mentor in the BBBSNC program; connect matched volunteers and children with community resources; keep matched mentors and children updated on activities offered by the agency; and engage in communication and conflict resolution, among other related services.

 

These activities are designed to engage children early and often to prevent them from Child Welfare Services intervention, crisis intervention, children’s mental health services and similar intervention-related services. Children engaged in BBBSNC programs may also be receiving benefits such as CalFresh, Medi-Cal or CalWORKs, but this is not a requirement for enrollment. Through approval of this Agreement, your Board is finding that county funding in support of BBBSNC’s programs is in the public interest.

 

Big Brothers Big Sisters, Inc. is pledging to provide services to at least 70 children during this upcoming fiscal year and has carried a consistent caseload of that number for the last 3 fiscal years.  This agreement supports their programs to serve families and youth in Humboldt County communities through site-based (schools) and community-based mentoring matches.

 

Therefore, DHHS recommends that the Board approves and executes the agreement with BBBSNC for the period of July 1, 2019 through June 30, 2020.

 

FINANCIAL IMPACT:

The attached professional services agreement with BBBSNC in the amount of $60,834.40 will reside in Fund 1160, Budget Unit 505 - CalWORKs. Expenditure appropriations for fiscal year 2019-20 remain unchanged from fiscal year 2018-19. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with BBBSNC in its entirety.

 

Funding appropriations for the attached professional services agreement is funded primarily through Federal Temporary Assistance for Needy Families (TANF) and State General Fund. The County is obligated to fund a small portion of this agreement through a Maintenance of Effort (MOE) requirement. The MOE requirement equals approximately 0.06% of the total funding of this agreement. There is sufficient appropriation in the proposed fiscal year 2019-20 budget for budget unit 1160-505. As a result, approval of the attached professional services agreement with BBBSNC will not impact the Humboldt County General Fund.
