RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution which authorizes the Humboldt County District Attorney’s Office to apply for, and accept, grant funding made available by United States Department of Justice, Office of Justice Programs - Bureau of Justice Assistance through the Comprehensive Opioid, Stimulant and Substance Use Site-Based Program; and

2.                     Direct the Clerk of the Board to return one (1) fully executed certified copy of the attached resolution to the Humboldt County District Attorney’s Office for submittal to the United States Department of Justice, Office of Justice Programs - Bureau of Justice Assistance.

DISCUSSION:

The Humboldt County District Attorney’s (HCDA) Office is requesting permission to submit an application for funding made available by the United States Department of Justice, Office of Justice Programs - Bureau of Justice Assistance through the Comprehensive Opioid, Stimulant and Substance Use Site-Based Program. This grant funding opportunity seeks to develop, implement or expand comprehensive programs in response to overdose deaths, illicit opioids, stimulants and other substances of abuse. Through this program local governments can support law enforcement related activities, including, without limitation, efforts to: locate and investigate illicit activities related to the unlawful distribution of opioids; increase access to prevention programs and overdose reversal medications; and expand treatment and recovery support services in the community and within correctional facilities.  Funding for this grant opportunity is provided by the Full-Year Continuing Appropriations Act. Under the grant, the HCDA’s Office is partnering with Humboldt County Sheriff’s Office to dedicate one (1) Sheriff Deputy position, one (1) District Attorney Investigator position and a one-quarter (.25) Administrative Analyst position to facilitate the objectives of the grant approved allowable activities.

 

This three (3) year project strategy focus will deploy additional law enforcement and dedicate resources against opioid, stimulant and substance use within the community, while developing and implementing educational prevention programs and supporting diversion accountability programs-all designed to reduce recidivism, safeguarding children, supporting survivors and dismantling criminal networks that exploit vulnerable people.

The Humboldt County District Attorney’s Office is applying for a three (3) year grant for a total of $1,300,000.  There is no additional general fund contribution requested. If awarded, the Humboldt County District Attorney’s Office and the Humboldt County Sheriff’s Office will bring forward supplemental budget requests to appropriate the grant funds in Fiscal Year 2026-27.  If awarded, this funding will be included in future annual budget cycles.

 

STAFFING IMPACT:

If awarded, the Humboldt County Sheriff’s Office will request an allocation of 1.0 full-time equivalent (FTE) Deputy Sheriff position. The District Attorney Investigator position is currently allocated and vacant and would be recruited to support program implementation. These positions will be necessary to carry out the grant program objectives and plan when awarded the Comprehensive Opioid, Stimulant and Substance Use Site-Based Program funding. If awarded, staffing allocations will be evaluated, and allocations will be requested at a future Board meeting.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to adopt the attached resolution authorizing the Humboldt County District Attorney’s Office to apply for, and accept, grant funding made available through the Comprehensive Opioid, Stimulant and Substance Use Site-Based Program. However, this alternative is not recommended as these grant funds would allow the Humboldt County District Attorney’s Office and the Humboldt County Sheriff’s Office to enhance efforts in addressing opioid and substance use within Humboldt County.
