RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached professional medical residency affiliation agreement with St. Joseph Health Northern California, LLC regarding the placement of medical residents at various Department of Health and Human Services - Behavioral Health facilities;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional medical residency affiliation agreement with St. Joseph Health Northern California, LLC, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute placement agreements substantially similar to the attached professional medical residency affiliation agreement with St. Joseph Health Northern California, LLC, and any amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The Humboldt County Department of Health and Human Services (DHHS - Behavioral Health) and St. Joseph Health Northern California, LLC, doing business as St. Joseph Hospital of Eureka (St. Joseph Hospital), have a need for placing medical residents at DHHS - Behavioral Health facilities for several different clinical and educational purposes. St. Joseph Hospital sponsors a family medicine residency program which provides training to medical residents in accordance with the requirements of the Accreditation Council for Graduate Medical Education (ACGME) which requires residents to participate in residency experiences, while DHHS - Behavioral Health has the staff and facilities necessary for providing clinical experiences in community medicine and mental health treatment. DHHS - Behavior Health is willing to participate in St. Joseph Hospital’s residency program by making its staff and facilities available to residents and faculty of the program. It is in St. Joseph Hospital’s DHHS - Behavioral Health’s mutual interest and advantage that residents enrolled in St. Joseph Hospital’s residency program be given the opportunity to utilize DHHS - Behavioral Health facilities for clinical and educational purposes, and it is beneficial to the county to contribute to the education of residents since doing so will help diminish the shortage of qualified doctors in Humboldt County. The attached professional medical residency affiliation agreement with St. Joseph Hospital allows for the placement of individuals participating in St. Joseph Hospital’s family medicine residency program at various DHHS - Behavioral Health facilities in order to fulfill the practical experience requirements thereof.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof to execute, the attached professional medical residency affiliation agreement with St. Joseph Hospital regarding the placement of medical residents at various DHHS - Behavioral Health facilities. Staff also recommends that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute placement agreements substantially similar to the attached professional medical residency affiliation agreement with St. Joseph Hospital, and any amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid potential delays in the placement of medical residents at DHHS - Behavioral Health facilities
FINANCIAL IMPACT:
There are no costs directly associated with placing medical residents at DHHS - Behavioral Health facilities pursuant to the terms and conditions of the attached professional medical residency affiliation agreement with St. Joseph Hospital. As a result, approval of the attached professional medical residency affiliation agreement with St. Joseph Hospital will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating an opportunity for workforce development.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional medical residency agreement with St. Joseph Hospital regarding the placement of medical residents at various DHHS - Behavioral Health facilities. However, this alternative is not recommended since it would not allow individuals participating in St. Joseph Hospital’s family medicine residency program to obtain practical psychiatric experience as part of their residency.
