STRATEGIC PLAN:
This action supports the following areas of your Board’s Strategic Plan.

DISCUSSION:
On June 18, 2026, the HCSO issued Invitation to Bid (ITB) SHF-2026-01, which solicited qualified proposals from qualified Boat Dealers to provide the HCSO with a 21-foot Tunnel Hull jet boat, trailer, and equipment. The ITB No. SHF-2026-01 included, without limitation, specifications for provision of a commercial jet boat to be used for general law enforcement patrol and rescue, public education and safety, general patrols, patrols of vulnerable commercial enterprises, and search and rescue operations. The ITB specifications outlined that the jet boat needed to be a versatile and highly maneuverable river boat designed for shallow water operations, rapid response, and safe operation in dynamic river environments (e.g., changing depths, debris, sandbars, and tight channels). The boat and trailer also needed to be designed and built to ensure maximum durability and safety.
The deadline for submission of questions was June 26, 2026. The HCSO received one question and published Addendum No. 1 in response to the questions on July 3, 2026.
The deadline to submit proposals was July 24, 2026. The HCSO received four proposals in response to ITB No. SHF-2026-01. Evaluation criteria included whether proposals met the minimum eligibility requirements and which proposal provided the lowest price bid as set forth in ITB No. SHF-2026-01. All four proposals met the minimum eligibility requirements and SJX Jet Boats, Incorporated, provided the lowest price bid in the amount of $126,403.
SOURCE OF FUNDING:
State Asset Forfeiture Fund (3642)
FINANCIAL IMPACT:
The HCSO budgeted $120,000 in FY 2026-27 budget unit 3642-000 (State Asset Forfeiture Fund) for the purchase of a tunnel hull jet boat and trailer. Due to supply chain issues, an increased economic price index, decreased product availability, and two-year production schedule, the HCSO understands there may be a price increase by the time the boat is fully manufactured and delivered. For these reasons, the HCSO understands that delivery costs may vary between the time of ITB No. SHF-2026-01 proposal close date of July 24, 2026, and delivery date of June 30, 2028.
HCSO will budget the full $126,403 with its FY2027-28 budget submission with State Asset Forfeiture in budget 3642-000. Since payment is not expected in FY2026-27, no supplemental budget is needed at this time. Should there be any additional cost increases, those would be covered by State Asset Forfeiture fund 3642 with a supplemental budget request. Future maintenance of the jet boat will be covered by State Asset Forfeiture or grants if applicable. The fund balance as of June 30, 2026 is $1,831,512. There will be no impact on the General Fund.
STAFFING IMPACT:
The recommended actions will not have an impact on current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to approve the attached Standard Agreement with SJX Jet Boat, Incorporated. However, this alternative is not recommended as it would reduce the HCSO’s ability to respond to on- and near-waterway accessed locations for emergencies and emergent threats, and will impede patrol capabilities to conduct research, rescue, and recovery operations.
