RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1. Approve Agreement Number 23-10498 (Attachment 1) between the Humboldt County Sheriff's Office (HCSO) and the California Department of Public Health (CDPH);

2. Authorize the Chair of the Board, Sheriff, Undersheriff and Deputy Director of Financial and Support Services to sign Agreement Number 23-10498 (Attachment 1), and to execute all necessary contracts and agreements and amendments thereto, in the name of the County of Humboldt, and all other certifications, assurances, Memorandums of Understanding, or documents required by the California Department of Public Health (CDPH), such authorization shall be retroactive to July 1, 2023, to facilitate documents that need to be signed timely for this grant; and

3. Approve the supplemental budget (Attachment 2) for the Sexual Orientation and Gender Identity SOGI Data Collection Pilot Program budget unit 1100-221904 in the amount of $35,333.00 (4/5 vote required).

DISCUSSION:

The California Department of Public Health (CDPH), Injury and Violence Prevention Branch (IVPB) has established a Sexual Orientation and Gender Identity (SOGI) Data Collection Pilot Program through Assembly Bill (AB) 1094. The program has selected six counties in the state, including Humboldt County, to participate in its initial efforts. This program aims to train death investigators to identify, collect, and report SOGI data to the California Violent Death Reporting System (CalVDRS) in cases of violent death within the LGBTQ population. Violent deaths include homicide, suicide, unintentional firearm deaths, and deaths for which the intent could not be determined.

 

HCSO has received notice of approval for $70,666.00, for the multi-year grant period of July 1, 2023, to June 30, 2025, for staff training, collection, reporting, and evaluation of SOGI data.

 

The California Department of Public Health (CDPH) will gather data to create effective violence prevention and intervention strategies to decrease preventable deaths among the LGBTQ community. This information will be useful for the state and local community, helping to better comprehend and prevent such tragedies.

Narrative Explanation of Financial Impact:

The supplemental budget request (Attachment 2) recognizes the receipt of $35,333.00 in grant revenue for fiscal year (FY) 2023-24. The funds will be utilized to cover the training and travel costs associated with staff participation in the pilot program, which is expected to total $1,120.00. The remaining funds will be used to fund overtime salary costs for the staff in the amount of $34,213.00. In FY 2024-25, the grant revenue of $35,333.00 will be allocated to fund the overtime costs related to reporting and collecting of SOGI data and will be included in the annual county budget cycle.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

The grant will cover salary costs related to overtime work performed by coroner’s staff assigned to the grant. These staff members include a Sheriff's Sergeant, a Deputy, two Deputy Coroners, and an Administrative Secretary. The grant will cover up to nine monthly overtime hours to fund the costs associated with collecting and submitting SOGI data.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the request to accept the California Department of Public Health (CDPH) funds; however, this is not recommended as these funds will aid HCSO to assist the state in gathering information that will have a significant impact on the development of data-driven violence prevention and intervention efforts, creating effective strategies to reduce preventable deaths among the LGBTQ population.
