RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Memorandum of Understanding (MOU) by and between the County of Humboldt and the Association of Public Health Laboratories (APHL) and Centers for Disease Control and Prevention (CDC); and

2.                     Authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee there of, to execute the attached MOU by and between the County of Humboldt and APHL and CDC; and

3.                     Authorize the DHHS - Public Health Director, or a designee there of, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached MOU by and between the County of Humboldt and APHL and CDC after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide DHHS - Public Health with one certified copy of the Board Order pertaining to this item.

DISCUSSION:

The CDC has awarded APHL funding to establish and administer the Public Health Laboratory (PHL) Fellowship and Internship Programs. Through the PHL Fellowship and Internship Programs, qualified participants will intern at a public health laboratory to gain valuable career experience. This MOU sets out APHL’s roles and responsibilities in the PHL Fellowship and Internship Programs and outlines what will be expected of the public health laboratory when selected to host a participant(s).

 

Approval of this MOU will create a funded professional development opportunity for a Humboldt County student as the intern for the Humboldt County Public Health Laboratory would be recruited from Cal Poly Humboldt. Although the County of Humboldt will not be receiving funds, approving this MOU will also bring additional revenue into the community through participant stipends and professional development funding.

 

The MOU is effective upon execution by both parties for a one-year term.

 

 

 

 

SOURCE OF FUNDING: 

Public Health Fund (1175), Public Health Laboratory (435)

 

FINANCIAL IMPACT:

There is no direct financial impact associated with the execution of the MOU between the County of Humboldt and APHL and CDC. However, the Humboldt County Public Health Laboratory will provide supplies and equipment, as appropriate, to the hosted participant. The cost for these supplies is not anticipated to be more than what has already been budgeted in the Public Health Laboratory (1175435) standard laboratory activities.

 

STAFFING IMPACT:

The Humboldt County Public Health Laboratory will provide staff time to oversee and train the hosted participant.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may decide not to approve the MOU with APHL-CDC. However, it is not recommended as this MOU benefits local public health infrastructure and workforce development.
