RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached participation agreement with the California Mental Health Services Authority;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding the Superior Regional Partnership -  Office of Statewide Health Planning and Development Workforce Education and Training Grant Program; and

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The Workforce Education and Training Program aims to address the shortage of mental health practitioners in the public mental health system through a framework that engages regional partnerships and supports individuals through five (5) potential categories including: pipeline development, loan repayment, undergraduate college and university scholarships, clinical master and doctoral graduate education stipends and retention activities. 

 

As outlined in the Office of Statewide Health Planning Development’s Workforce Education and Training Program Plan, California is separated into five (5) different regions with each region designating its local priorities within the five (5) categories referenced above.  The Superior Region, which consists of Butte, Colusa, Del Norte, Glenn, Humboldt, Lake, Lassen, Mendocino, Modoc, Nevada, Plumas, Shasta, Sierra, Siskiyou, Tehama and Trinity Counties, has selected loan repayment, educational stipends and peer scholarships as its local priorities.

 

The attached participation agreement with the California Mental Health Services Authority will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to take an active role in the Superior Regional Partnership - Office of Statewide Health Planning and Development Workforce Education and Training Grant Program for the period of July 1, 2021 through June 30, 2025.  It should be noted that the attached participation agreement with the California Mental Health Services Authority comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with the California Mental Health Services Authority regarding the Superior Regional Partnership - Office of Statewide Health Planning and Development Workforce Education and Training Grant Program.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with the California Mental Health Services Authority, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued participation in the Superior Regional Partnership - Office of Statewide Health Planning and Development Workforce Education and Training Grant Program.

 

FINANCIAL IMPACT:

The attached participation agreement with the California Mental Health Services Authority has a maximum amount payable of Ninety-Seven Thousand Five Hundred Thirty-Five Dollars and Six Cents ($97,535.06) for the period of July 1, 2021 through June 30, 2025.  Provision of these matching funds will enable DHHS - Behavioral Health to receive up to Four Hundred Thirty-Eight Thousand Seven Hundred Sixty-One Dollars and Forty-Nine Cents ($438,761.49) in grant funding as part of the Superior Regional Partnership - Office of Statewide Health Planning and Development Work Force Education and Training Grant Program.  Grant and matching funds will be utilized to achieve the goals and objectives of the Superior Regional Partnership - Office of Statewide Health Planning and Development Workforce Education and Training Grant Program as well as pay administrative fees totaling Fifty-Three Thousand Six Hundred Thirty-Four Dollars and Twenty-Eight Cents ($53,634.28) to the California Mental Health Services Authority.

 

Expenditure appropriations related to the attached participation agreement with the California Mental Health Services Authority have been included in the approved fiscal year 2021-2022 budget for DHHS - Behavioral Health Administration budget unit 1170-424.  Funding for the attached participation agreement with the California Mental Health Services Authority is available through state Mental Health Services Act revenues received by DHHS - Behavioral Health.  As a result, approval of the attached participation agreement with the California Mental Health Services Authority will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by creating opportunities for improved safety and health and providing community-appropriate levels of services.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached participation agreement with the California Mental Health Services Authority regarding the Superior Regional Partnership - Office of Statewide Health Planning and Development Workforce Education and Training Grant Program.  However, this alternative is not recommended since it would limit DHHS - Behavioral Health’s ability to address the shortage of mental health practitioners in Humboldt County.
