RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Receive and file the proposals submitted in response to Request for Proposals No. DHHS2026-01 regarding the provision of security and/or secure transportation services; and
2. Approve the selection of SVT Gruppe, Inc. as the organization to provide security and secure transportation services in an amount not to exceed One Million Four Hundred Seventy Thousand Nine Hundred Seventy-Six Dollars ($1,470,976) for the period of Sept. 1, 2026 through June 30, 2027; and
3. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute a professional services agreement with SVT Gruppe, Inc. regarding the provision of security and secure transportation services that is substantially similar to the applicable sample professional services agreement that is attached to Request for Proposals No. DHHS2026-01, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) certified electronic copy of the Board order related to this item.

DISCUSSION:
The Humboldt County Department of Health and Human Services (“DHHS”) is required to provide security services at various DHHS facilities, and secure in-county and out-of-county transportation services for DHHS clients, in order to ensure adequate safety conditions for DHHS clients and staff.
On April 6, 2026, DHHS issued Request for Proposals (“RFP”) No. DHHS2026-01 which solicited proposals from qualified organizations to provide various security and/or secure transportation services. DHHS received six (6) proposals in response to RFP No. DHHS2026-01. After reviewing and evaluating the proposals in accordance with the applicable evaluation and selection criteria, the RFP evaluation committee decided to select SVT Gruppe, Inc. as the organization to provide the needed security and secure transportation services.
Accordingly, DHHS recommends that the Humboldt County Board of Supervisors (“Board”) approve the selection of SVT Gruppe, Inc. as the organization to provide the needed security and secure transportation services for the period of Sept. 1, 2026 through June 30, 2027. It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute a professional services agreement with SVT Gruppe, Inc. regarding the provision of security and secure transportation services that is substantially similar to the applicable sample professional services agreement that is attached to RFP No. DHHS2026-01, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of the needed security and secure transportation services.

The total costs associated with the proposed professional services agreement with SVT Gruppe, Inc. will not exceed One Million Four Hundred Seventy Thousand Nine Hundred Seventy-Six Dollars ($1,470,976.00) for the period of Sept. 1, 2026 through June 30, 2027. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum payable or terminate the professional services agreement with SVT Gruppe, Inc. in its entirety.
Funding for the proposed professional services agreement with SVT Gruppe, Inc. are available through state and federal grants, allocations and reimbursements, and social services realignment, public health realignment, behavioral health realignment, Mental Health Services Act revenues, received by DHHS.
Expenditure appropriations related to the proposed professional services agreement with SVT Gruppe, Inc. have been included in the adopted fiscal year (FY) 2026-27 budgets for the following DHHS budget units in excess of the need for this contract as it was not known at the time of budget development:

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to enter into a professional services agreement with SVT Gruppe, Inc. regarding the provision of security and secure transportation services. However, this alternative is not recommended since it will not allow DHHS to ensure adequate safety conditions for DHHS clients and staff.
