RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, and/or designees thereof, to execute, the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the California Behavioral Health Mentored Internship Program in Humboldt County for the period of October 1, 2023 through December 31, 2024;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, and/or designees thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents associated with, the attached subcontract agreement with Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to provide one (1) fully executed certified copy of the Board Order related to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
The attached subcontract agreement with Advocates for Human Potential, Inc. will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to receive up to Two Hundred Nineteen Thousand Seven Hundred Sixty-Three Dollars and Sixty-Eight Cents ($219,763.68) for the purpose of providing paid internship opportunities for Bachelor’s and Master’s Social Work students as part of the California Behavioral Health Mentored Internship Program.
The students selected to participate in the California Behavioral Health Mentored Internship Program pursuant to the terms and conditions of the attached subcontract agreement with Advocates for Human Potential, Inc. will be required to comply with the terms and conditions of the professional education affiliation agreement between the County of Humboldt and Cal Poly Humboldt. The attached subcontract agreement with Advocates for Human Potential, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, and/or designees thereof, to execute, the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the California Behavioral Health Mentored Internship Program in Humboldt County for the period of October 1, 2023 through December 31, 2024. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, and/or designees thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents associated with, the attached subcontract agreement with Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the California Behavioral Health Mentored Internship Program in Humboldt County.

The attached subcontract agreement with Advocates for Human Potential, Inc. will allow DHHS - Behavioral Health to receive up to Two Hundred Nineteen Thousand Seven Hundred Sixty-Three Dollars and Sixty-Eight Cents ($219,763.68) in state and federal funding. Expenditure appropriations related to the attached subcontract agreement with Advocates for Human Potential, Inc. have been included in the approved fiscal year 2023-2024 budget for DHHS - Behavioral Health Administration budget unit 1170-424. As a result, approval of the attached subcontract agreement with Advocates for Human Potential, Inc. will not impact the Humboldt County General Fund.
STAFFING IMPACT:
The attached subcontract agreement with Advocates for Human Potential, Inc. will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the California Behavioral Health Mentored Internship Program in Humboldt County. However, this alternative is not recommended since it will not allow DHHS - Behavioral Health to obtain funding that will be used to provide paid internship opportunities for Bachelor’s and Master’s Social Work students within Humboldt County.
