RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached lease agreement with Green Diamond Resource Company regarding the use of vehicular storage space located near Crannell Road, north of McKinleyville, California;
2. Authorize the Humboldt County Sheriff, or a designee thereof, to execute any subsequent amendments to, or extensions of, the attached lease agreement with Green Diamond Resource Company, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached lease agreement with Green Diamond Resource Company to the Department of Public Works - Real Property for further processing.

DISCUSSION:
The Humboldt County Sheriff’s Office (“HCSO”) has been storing impounded vehicles used as evidence at the Humboldt Towing parking lot at 101 H Street, Eureka. Humboldt Towing has increased its fees to park these vehicles. HCSO has requested that staff find an alternative location that is secure, large and cost effective. Green Diamond Resource Company has offered an abandoned building located near Crannell Road, north of McKinleyville, that can accommodate these conditions.
Accordingly, staff recommends that the Board approve, and authorize the Chair of the Board to execute the attached lease agreement with Green Diamond Resource Company regarding the use of vehicular storage space located near Crannell Road, north of McKinleyville, California. It is also recommended that the Board authorize the Humboldt County Sheriff, or a designee thereof, to execute any subsequent amendments to, or extensions of, the attached lease agreement with Green Diamond Resource Company, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in utilizing needed vehicular storage space.

Pursuant to the terms and conditions of the attached lease agreement with Green Diamond Resource Company, the monthly rental rate for use of the vehicular storage space located near Crannell Road, north of McKinleyville, shall be $1,000 per month.
Expenditure appropriations related to the attached lease agreement with Green Diamond Resource Company have been included in the approved fiscal year 2022-23 budget for HCSO - Major Crimes Division budget unit 1100-221340. HCSO anticipates an annual savings of approximately $14,000 for long-term vehicle storage and may also see additional savings in short-term storage and towing. There are sufficient funds budgeted to cover the cost of the attached lease agreement with Green Diamond Resource Company.
STAFFING IMPACT:
The attached lease agreement with Green Diamond Resource Company will not impact current staffing levels.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached lease agreement with Green Diamond Resource Company regarding the use of vehicular storage space located near Crannell Road, north of McKinleyville, California. However, this alternative is not recommended as it will require HSCO to continue utilizing the current vehicular storage space, which is not cost effective.
