RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the DHHS - Public Health Director, or their designee, to enter into and execute the attached Agency Agreement with Tulare County Superintendent of Schools;

2.                     Authorize the Director of Public Health or a designee thereof to sign one original of the signature page of the agreement;

3.                     Approve and authorize DHHS - Public Health Director, or their designee, to enter into any subsequent agreements or amendments with Tulare County Superintendent of Schools related to this Friday Night Live agreement and within the current Substance Abuse Block Grant term after review and approval by the County Administrative Office, County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one copy of the certified board report to the DHHS - Contract Unit.

DISCUSSION:

The FNL program is a youth-focused, weekly after-school initiative aimed at engaging young individuals in meaningful activities related to the prevention of substance and tobacco use. The program is designed to enhance the skills of youth through their active involvement in the development of various programs. FNL provides training to youth, equipping them with leadership and mentorship skills, with a focus on cultivating current and future leaders and positioning youth as valuable community resources in the prevention of substance and tobacco use.

 

FNL employs shared experiences and peer-oriented programming to foster a safe and effective environment. The DHHS - Public Health will serve as the facilitator for local FNL clubs, coordinating efforts to bring together club leaders and youth both in curriculum development and physical gatherings, as deemed necessary and beneficial for the advancement of the program. This facilitation will ensure that the program’s objectives are met and that youth are provided with the necessary support and resources to succeed in their roles as community leaders and advocates for substance and tobacco use prevention.

Narrative Explanation of Financial Impact:

Approval of the agency agreement with Tulare County Superintendent of Schools will allow DHHS-Public Health to be reimbursed for facilitation and coordination from July 1, 2024, through June 30, 2025, in the amount of $9,000 in the fund 1175, budget unit 452, AOD Prevention. These funds were anticipated for Fiscal Year 2024-25 and included in the adopted county budget.
