RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Redwood Community Action Agency regarding the provision of supportive services to foster youth and non-minor dependents residing in Humboldt County as part of the Transitional Housing Placement Program in an amount not to exceed $2,084,346 for the period of July 1, 2025, through June 30, 2028; and
2. Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Action Agency, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Redwood Community Action Agency to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Redwood Community Action Agency is currently permitted to utilize several Transitional Housing Program housing models, including, without limitation, single-site transitional, scattered-site transitional, scattered-site permanent and host home models, to provide supportive services to foster youth and non-minor dependents, between sixteen (16) to twenty-one (21) years of age, that are designed to reduce homelessness by providing support in finding and maintaining safe and affordable housing.
The Transitional Housing Placement program for Minors and Transition Housing Placement Program for Non-Minor Dependents are a form of mandated Foster Care placement. To utilize this Foster Care placement service model, the county must have a contract per WIC §16522.1. This placement type is invaluable due to its unique ability to support Foster Care youth in their transition into independence.
The Humboldt County Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”) has previously contracted with Redwood Community Action Agency regarding the provision of supportive services to foster youth and non-minor dependents residing in Humboldt County on numerous occasions. On each occasion, Redwood Community Action Agency has demonstrated expertise in providing a full range of supportive services, including, without limitation: case management; crisis intervention; behavioral and physical health care; employment training; educational advocacy; mentoring; relationship building; permanency, self-sufficiency, parenting and tenant rights education; and aftercare services.
The attached professional services agreement will allow eligible foster youth and non-minor dependents residing in Humboldt County to continue to receive supportive services from Redwood Community Action Agency as part of the Transitional Housing Placement Program for the period of July 1, 2025, through June 30, 2028.
Accordingly, DHHS - Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Redwood Community Action Agency regarding the provision of supportive services to foster youth and non-minor dependents residing in Humboldt County as part of the Transitional Housing Placement Program for the period of July 1, 2025, through June 30, 2028. It is also recommended that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Action Agency, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed supportive services.

The attached professional services agreement with Redwood Community Action Agency has a maximum amount payable of Two Million Eighty-Four Thousand Three Hundred Forty-Six Dollars ($2,084,346) for the period of July 1, 2025, through June 30, 2028. In no event shall the maximum amount paid under the attached professional services agreement with Redwood Community Action Agency exceed Six Hundred Twenty-Nine Thousand Seven Hundred Twelve Dollars ($629,712.00) for fiscal year 2025-26, Six Hundred Ninety-Two Thousand Six Hundred Eighty-Three Dollars ($692,683.00) for fiscal year 2026-27 and Seven Hundred Sixty-One Thousand Nine Hundred Fifty-One Dollars ($761,951.00) for fiscal year 2027-28. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the total maximum amount payable or terminate the attached professional services agreement with Redwood Community Action Agency in its entirety.
Expenditure appropriations related to the attached professional services agreement with Redwood Community Action Agency have been included in the proposed fiscal year 2025-26 budget for DHHS - Social Services budget unit 1110-518. Funding for the attached professional services agreement with Redwood Community Action Agency is available through state realignment and housing community development revenues received by DHHS - Child Welfare Services.
STAFFING IMPACT:
Approval of the attached professional services agreement with Redwood Community Action Agency will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Redwood Community Action Agency regarding the provision of supportive services to foster youth and non-minor dependents residing in Humboldt County as part of the Transitional Housing Placement Program. However, this alternative is not recommended as it will limit DHHS - Child Welfare Services’ ability to provide needed supportive services to foster youth and non-minor dependents residing in Humboldt County.
