RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize and direct the Board Chair, or designee, to sign contract agreement with Smart Business Resource Center (Attachment 1) to perform Dislocated Worker support service activities in compliance with the terms and conditions set forth by the California State Employment Development Department;
2. Direct the Clerk of the Board to return the signed original contract agreement with Smart Business Resource Center to the Workforce Development Board (WDB) Executive Director for submission as required by the State of California Employment Development Department; and
3. Approve the following supplemental budget (Attachment 2) for Economic Development Fiscal Year 2020-21, effective July 1, 2020, in Fund 1120, Budget Unit 287, Organization Key 260 (4/5th vote required):

DISCUSSION:
On April 2, 2020 the Employment Development Department announced the availability of up to $10 million of (WIOA) Dislocated Worker Funds to provide supportive services to individuals impacted by COVID 19. These funds were allocated to support qualified individuals with supportive services including but not limited to: equipment purchase to aid in telework, housing assistance, utility assistance, childcare assistance and transportation assistance. Eligible individuals must satisfy all the eligibility criteria set forth by the State of California Employment Development Department Workforce Services Information Notice #WSIN19-39 (Attachment 3).
FINANCIAL IMPACT:
This grant amount of One Hundred Twenty-Six Thousand Dollars ($126,000) will aid underserved and economically impacted Humboldt County community members during the COVID 19 pandemic. The opportunity for these funds came as a direct result from the COVID pandemic. These funds were not included in the budget unit’s previously prepared Fiscal Year 2020-21 proposed budget. The effective date for the agreement is July 1, 2020. Accepting these funds has no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decline this funding. However, this is not recommended as many community members were economically impacted by the COVID 19 pandemic and these resources will provide financial supports to qualified individuals.
