RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept award allocation 26-STI08 in the amount of $484,625 from the California Department of Public Health for the term of July 1, 2026, through June 30, 2031; and
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to sign the attached Award Acceptance Letter from the California Department of Public Health for award allocation 26-STI08; and
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent agreements, amendments, certifications, attestations, and documents directly associated with the attached award allocation 26-STI08 from the California Department of Public Health, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The California Department of Public Health (CDPH), Sexually Transmitted Disease
Control Branch (STDCB) has awarded the County of Humboldt Department of Health and Human Services - Public Health Branch (DHHS - PHB) funds to support sexually transmitted infection (STI) prevention, collaboration, and control activities. These allocations are for a period of five years, set to begin on July 1, 2026, and end on June 30, 2031. This allocation combines the previous STD Core and STD Prevention and Collaboration allocations authorized by California Health and Safety Code Section 120511. The funds must be used for the implementation of public health activities related to monitoring, prevention, testing, treatment and linkage to and retention in care activities for the most vulnerable and underserved individuals living with, or at high risk for, STIs in collaboration with community-based organizations (CBOs) or nonprofit health care providers within the LHJ. Project activities may include integrated services for STIs: chlamydia, gonorrhea, syphilis, congenital syphilis, and mpox, as well as viral hepatitis, human immunodeficiency virus (HIV) infection, and drug overdose, to the extent they improve health outcomes for people living with, or at risk for, STIs.
This grant requires that a portion of funds allocated to LHJs shall be provided to, or used to support activities in partnership with CBOs or nonprofit health care providers. The intention is to scale prevention, collaboration and control activities by increasing capacity to rapidly respond to changes in disease trends and outbreaks of STIs, HIV, HCV, and Mpox or other emerging sexually transmissible diseases.
DHHS - PHB NorCAP has been providing services to people living with HIV, people living with viral hepatitis, and people who use drugs populations in Humboldt County for decades and inclusion of STI services to these target populations align with current program objectives.
This grant will provide funding for enhanced services to people living in Humboldt County, enabling DHHS - PHB to rapidly respond to disease trends and outbreaks and connect people who need medical care. This supports your Board’s Strategic Plan by removing barriers to quality healthcare and by implementing Live Well Humboldt-Community Health Improvement Plan, priority area 2 - Behavioral Health - Substance Use, Goal #3: Reduce harm associated with substance use.

Narrative Explanation of Financial Impact:
Acceptance of this award from CDPH will allow DHHS - PHB to be reimbursed a maximum of $484,625 in Public Health Fund 1175, CA Dept of PH Hep C Virus Prev Budget Unit 437006, for Fiscal Years 2026-2027 through 2030-2031. Funding in the amount of $96,925 will be included in each annual budget process for Fiscal Years 2026-27, 2027-28, 2028-29, 2029-30, and 2030-31.
STAFFING IMPACT:
Acceptance of this grant will support existing staff and have no impact on current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve these recommendations; however, it would result in a loss of both funding and services to the county.
