RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Professional Service Agreement with the Community Connections Psychological Associates in the amount of $160,000 for the term of July 1, 2023, through June 30, 2025;

2.                     Authorize the Department of Health and Human Services - Public Health Director (DHHS - Public Health), or a designee thereof, to execute the agreement;

3.                     Authorize the DHHS - Public Health Director, or designee thereof, to approve all future amendments and documents directly related to this agreement upon approval by County Counsel and Risk Management; and

4.                     Direct the Clerk of the Board to return one (1) copy of the certified board report to the DHHS - Contract Unit.

DISCUSSION:

On January 11, 2022, your Board accepted an award from the California Department of Public Health for the Comprehensive Suicide Prevention program. The award provided $100,000.00 per year over four years (2021-2025) to support the implementation of several innovative suicide prevention activities in Humboldt County, including prevention and early intervention training, community collaborations, suicide fatality review, social marketing, Lethal Means Safety and more.  Due to the successes achieved in year one of this grant, CDPH awarded an additional $190,000.00 to Humboldt County on December 9, 2022, to further risk assessment and prevention activities in Humboldt County through cooperation with DHHS Behavioral Health (BH).

Humboldt County’s Suicide and Violence Prevention (SVP) program began working with Drs. Chu and Weaver of Community Connections Psychological Associates through a recommendation from CDPH to identify innovative and best/promising practice training. Their mission is to provide cutting-edge, culturally infused, evidence-based training, consultation, program evaluation, and expert witness services to agencies seeking to address mental health, psychological trauma, suicide prevention, and violence risk among their diverse communities. In January 2022, SVP began offering the Be Sensitive Be Brave (101) and Suicide Prevention 201 training to clinicians and other health workers in Humboldt County. The program has trained 114 individuals to date. The next step in this process is to certify local trainers through train-the-trainer classes to expand the offering of these same trainings in our area.

 

Through this agreement, in partnership with BH, the County will implement a formalized risk screening and assessment tool into BH’s Electronic Health Record system to span all sectors of adult, youth & crisis services. The assessment, implementation planning, and accompanying policy for all clinicians to implement this systematic change will require this professional consultation. This next stage of activities is planned to commence in July 2023 and will be completed by June of 2025. 

 

These activities support the 2022 Community Health Improvement Plan (CHIP) priority areas in Collective impacts on Behavioral Health - Suicide, Goal 1: Establish a suicide prevention infrastructure, Goal 3: Increase early identification of suicide risk and connection to services based on risk, and Goal 4: Improve suicide-related services and supports.

Narrative Explanation of Financial Impact:

This agreement will be fully funded through additional funds received through the CDPH - Comprehensive Suicide Prevention grant. The maximum amount of the agreement is $160,000 over the term July 1, 2023, through June 30, 2025. Funding in the amount of $90,000.00 was budgeted in the annual budget process for fiscal year 2023-2024 in Budget unit 1175-454001 Stigma and Discrimination Reduction; and $70,000 will be included in the annual budget process for fiscal year 2024-2025.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

This agreement adds professional services and supports existing program staff to execute an identified program goal. There is no staffing impact caused by the approval of this agreement.

This action supports your Board’s Strategic Framework priority of creating opportunities for improved safety and health, protecting vulnerable populations,  and providing community-appropriate levels of service.

The Board could choose not to approve these recommendations, which would result in a loss or delay of funding and services to the County.
