STRATEGIC PLAN:

This action supports the following areas of your Board’s Strategic Plan.

Area of Focus:  Core Services/Other

Strategic Plan Category:  9999 - Core Services/Other

DISCUSSION:

Two Feathers Native American Family Services provides culturally grounded behavioral health, prevention, and youth leadership programming for Native American youth in Humboldt County.

The Youth Ambassador Program began in 2020 in response to the need for Native American Youth with complex needs to have opportunities to develop leadership and work skills in a culturally centered, trauma-informed environment. In 2023, the program was formalized through a Youth Leadership Development Program logic model that strategically outlines the interventions and intended outcomes of the program design.

The Youth Ambassador Program serves youth 16-22 years of age, and includes paid employment, leadership training, and mentorship. Youth participate in locally driven cultural activities, wellness education workshops, a goal-setting curriculum, community advocacy projects, and experiential learning opportunities that support both personal growth and community engagement.

Since the launch, the Youth Ambassador Program has employed more than 150 youth and maintained a 90% year-long retention rate. Alumni consistently report increased confidence, reduced substance use, and stronger cultural identity. Many graduates have gone on to pursue long-term employment, post-secondary education, and leadership roles within their communities.

With the start of the 2026-27 cohort, Two Feathers Native American Services is seeking funding that will allow the program to maintain the high-quality level of programming that serves the youth in Humboldt County’s vast geographic area. This funding will allow the Youth Ambassador Program to continue to provide employment, leadership development, and culturally grounded support that prepares Native youth to become the next generation of leaders in their communities.

Two Feather’s Native American Family Services made a formal proposal at the April 2, 2026, Multi-Agency Juvenile Justice Coordinating Council (MAJJCC) meeting to request funding for the next three fiscal years. The motion was passed, with an approved amount of $44,785 per fiscal year, for a total of $134,355.
