Recommendation
That the Board of Supervisors allocate one 1.0 full time equivalent (FTE) Housing Assistance Coordinator (class 0645, salary range 454) in budget unit (BU) 511 effective immediately upon Board of Supervisors approval.

DISCUSSION:
The state budget for fiscal year (FY) 2018-19 included a number of new revenue sources related to housing and homelessness, including the California Emergency Solutions and Housing Program, the Homeless Emergency Aid Program, Homeless Mentally Ill Outreach and Treatment Program and No Place Like Home. Additional competitive grant opportunities will also become available in 2019 including Housing for a Healthy California and Home Safe. Each of these funding streams comes with its own application, documentation and reporting requirements, target population, priority uses and special considerations.
This position is necessary in order to meet program requirements and maximize the new funding opportunities, and to coordinate these resources within existing county structures and community efforts such as the Housing Trust Fund and Homeless Solutions Committee and the Humboldt Housing and Homeless Coalition.
FINANCIAL IMPACT:
The costs associated with the allocation of one 1.0 FTE Housing and Assistance Coordinator (class 0645, salary range 454) in fund 1160, BU 511 at step 1A is $57,940 for FY 2018-19. The approved budget for FY 2018-19 has sufficient appropriation to cover the increased costs due to funded vacancies. This position will continue to be funded through federal and state allocations, grants and local funds. Approval of this position will not impact the county General Fund.
Approving this recommendation will support the Board’s Strategic Framework by providing and maintaining infrastructure, providing community-appropriate levels of service and protecting vulnerable populations.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the requested position allocation. However, this alternative is not recommended since it would not allow the County to coordinate these services with our community partners.
