RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for Mattole Road (F3D010) over Mattole River Bridge Number 04C0263;

2.                     Award the project agreement to McCullough Construction, Inc., for the total amount of $15,847,262.23;

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Public Works Director to execute contract change orders up to the amount of $210,000.

DISCUSSION:

On Jan. 9, 2024, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise Mattole Road (F3D010) over Mattole River Bridge Number 04C0263 for bids.  On Feb. 27, 2024, the County of Humboldt received four (4) bids for the project, which are attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for Mattole Road (F3D010) over Mattole River Bridge Number 04C0263; award the attached project agreement to McCullough Construction, Inc., for the total amount of $15,847,262.23; authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of $210,000.

Narrative Explanation of Financial Impact:

Mattole Road (F3D010) over Mattole River Bridge Number 04C0263 is being funded by Federal Highway Administration (FHWA) Highway Bridge Program Funds (88.53%) and the Humboldt County Road Fund (11.47%). The total project cost is estimated at $19,809,000. Expenditure appropriations relating to completion of Mattole Road (F3D010) over Mattole River Bridge Number 04C0263 are included in the approved fiscal year (FY) 2023-24 and projected FY 2024-25 and FY 2025-26 Road Fund Budgets (1200321-8940).

 

Projects are paid in arrears with anticipated funding coming from FHWA as mentioned above. The FY 2022-23 Annual Road Report, completed by the State of California, reflected an estimated negative fund balance of $8.4 million in the county’s Road Fund. Even after allocating nearly $6.8 million of American Rescue Plan Act (ARPA) funds to the Road Fund in order to reduce the negative fund balance, the current estimated fund balance remains negative by approximately $7.7 million.

 

This negative balance is partially due to the timing of Federal Emergency Management Agency reimbursements to the county, which can take years for the county to receive repayment. The current total of outstanding repayments is approximately $11.4 million. The department utilizes other state and local funding, such as Regional Surface Transportation Program funds, for the Humboldt County Road Fund match for reimbursable projects. Despite those additional funding sources, Road Fund projects are underfunded and will very likely have a negative impact on the General Fund if additional revenue sources are not secured.

Narrative Explanation of Staffing Impact:

Awarding the project agreement for Mattole Road (F3D010) over Mattole River Bridge Number 04C0263 will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award the project agreement for Mattole Road (F3D010) over Mattole River Bridge Number 04C0263. However, this alternative is not recommended because the new bridge will provide unrestricted access for emergency responders and public, commercial, and maintenance services to the community of Honeydew and surrounding areas. The project uses federal funding that would not otherwise be available to the County of Humboldt.

 

Awarding the project agreement for Mattole Road (F3D010) over Mattole River Bridge Number 04C0263 at this time is required to meet the construction deadline stated in the Local Bridge Seismic Retrofit Program Project Delivery Agreement executed by County of Humboldt and California Department of Transportation. Failure to meet this deadline can result in withdrawal of all Highway Bridge Program funds.
