RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the proposals in response to Request for Proposals No. DHHS2020-01 for the provision of Sub-Acute Transitional Mental Health, Specialty Mental Health and/or Social Rehabilitation Services;
2. Approve the selection of Willow Glen Care Center as the mental health treatment facility to provide sub-acute transitional mental health, specialty mental health and social rehabilitation services to eligible Humboldt County residents; and
3. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute a professional services agreement with Willow Glen Care Center regarding the provision of sub-acute transitional mental health, specialty mental health and social rehabilitation services to eligible Humboldt County residents that is substantially similar to the attached sample professional services agreement, and any subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On Jan. 3, 2020, the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) issued Request for Proposal (RFP) No. DHHS2020-01which solicited proposals from qualified mental health treatment facilities to provide sub-acute transitional mental health, specialty mental health and/or social rehabilitation services to eligible Humboldt County residents. DHHS - Behavioral Health received three proposals in response to RFP No. DHHS2020-01. After reviewing and evaluating the proposals in accordance with the applicable evaluation and selection criteria, the RFP evaluation committee decided to select Willow Glen Care Center as the mental health treatment facility to provide sub-acute transitional mental health, specialty mental health and social rehabilitation services to eligible Humboldt County Residents.
The sub-acute transitional mental health, specialty mental health and social rehabilitation services provided by Willow Glen Care Center will increase resources for individuals who are ready to step-down from inpatient care, but are facing limited outpatient treatment and housing resources to meet their needs. Eligible individuals will be referred to Willow Glen Care Center from DHHS - Behavioral Health, DHHS - Social Services, the Humboldt County Probation Department and various local housing resources, including, without limitation, temporary housing facilities and emergency shelters. Individuals receiving sub-acute transitional mental health, specialty mental health and/or social rehabilitation services from Willow Glen Care Center will be linked to various County of Humboldt housing and social services programs and other community-based resources such as physical health care.
Accordingly, DHHS - Behavioral Health recommends that the Board approve the selection of Willow Glen Care Center as the mental health treatment facility to provide sub-acute transitional mental health, specialty mental health and social rehabilitation services to eligible Humboldt County residents. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute a professional services agreement with Willow Glen Care Center regarding the provision of sub-acute transitional mental health, specialty mental health and social rehabilitation services to eligible Humboldt County residents that is substantially similar to the attached sample professional services agreement, and any subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office.
FINANCIAL IMPACT:
The total cost associated with the proposed professional services agreement with Willow Glen Care Center will not exceed $1,168,209.05 for a period of 1 year from the date of execution. Expenditure appropriations related to proposed professional services agreement with Willow Glen Care Center have been included in the approved fiscal year 2020-2021 budget for DHHS - Behavioral Health budget unit 1170-477. Funding for the proposed professional services agreement with Willow Glen Care Center is available through federal financial participation for Medi-Cal and Mental Health Services Act revenues received by DHHS - Behavioral Health. As a result, approval of the proposed professional services agreement with Willow Glen Care Center will not impact the Humboldt County General Fund.

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to enter into the proposed professional services agreement with Willow Glen Care Center regarding the provision of sub-acute transitional mental health, specialty mental health and social rehabilitation services to eligible Humboldt County residents. However, this alternative is not recommended as it will not allow for the provision of needed mental health treatment services to underserved populations throughout Humboldt County.
