Recommendation
That the Board of Supervisors:
1. Hear the report on the status of the existing Surveillance Use Ad Hoc Group; and
2. End the current Ad Hoc Group; and
3. Consider creating a new Surveillance Use Ad Hoc Group.

DISCUSSION:
On June 2, 2026, the Board of Supervisors formed a Surveillance Use Ad Hoc Group charged with developing recommendations regarding surveillance use throughout Humbolt County. The group was also charged with creating recommendations for the county’s Information Technology (IT) Division to draft a countywide policy or ordinance. The initial group consisted of Supervisor Steve Mardone, Supervisor Michelle Bushnell, County Administrative Officer Elisha Hayes, Sheriff William Honsal and IT Director Scott Irving. The Board of Supervisors will hear an update from the group related to the work that has taken place since it was formed.
Additionally, Supervisor Madrone has resigned from the existing Surveillance Use Ad Hoc Group. It is recommended that the Board formally end the existing group and consider appointing a member to form a new Surveillance Use Ad Hoc Group to ensure compliance with the Ralph M. Brown Act.
