RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the County Administrative Officer, or a designee thereof, to execute, the attached license agreement with Pacific Gas and Electric Company regarding the use of the Humboldt County Library building located at 1313 Third Street, Eureka, California as a Community Resource Center during Public Safety Power Shutoff events for the period of October 26, 2024 through October 25, 2029;

2.                     Authorize the County Administrative Officer, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached license agreement with Pacific Gas and Electric Company, after review and approval of County Counsel, Risk Management, the Office of Emergency Services and the Humboldt County Library; and

3.                     Direct the Clerk of the Board to provide the County Administrative Office with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On October 26, 2019, the County of Humboldt entered into a license agreement with Pacific Gas and Electric Company regarding the use of the Humboldt County Library building located at 1313 Third Street, Eureka, California as a Community Resource Center during Public Safety Power Shutoff events for the period of October 26, 2029 through October 25, 2024.  The attached license agreement will allow Pacific Gas and Electric Company to continue to use the Humboldt County Library as a Community Resource Center during Public Safety Power Shutoff events through October 25, 2029.

 

SOURCE OF FUNDING

N/A

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached license agreement with Pacific Gas and Electric Company.  As a result, approval of the attached license agreement with Pacific Gas and Electric Company will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached license agreement with Pacific Gas and Electric Company will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached license agreement with Pacific Gas and Electric Company regarding the use of the Humboldt County Library building located at 1313 Third Street, Eureka, California as a Community Resource Center during Public Safety Power Shutoff events. However, this alternative is not recommended as it would not provide the community with a Community Resource Center in the event of a Public Safety Power Shutoff event.
