RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project;
2. Award the attached project agreement to William J. Etter Construction for the total amount of Four Hundred Twenty-Six Thousand Nine Hundred Eighteen Dollars and Seventy-Nine Cents ($426,918.79); and
3. Authorize the Chair of the Board to execute the attached project agreement with William J. Etter Construction upon submittal of the appropriate bonds and insurance.

DISCUSSION:
On April 28, 2020, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project for bids. On May 26, 2020, the County of Humboldt received five (5) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals submitted for the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project. It is also recommended that the attached project agreement be awarded to William J. Etter Construction for the total amount of Four Hundred Twenty-Six Thousand Nine Hundred Eighteen Dollars and Seventy-Nine Cents ($426,918.79) and that the Chair of the Board be authorized to execute the attached project agreement with William J. Etter Construction upon submittal of the appropriate bonds and insurance.
FINANCIAL IMPACT:
The Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The engineer’s cost estimate for the project is Five Hundred Twenty-Eight Thousand Four Hundred Seventy-Five Dollars ($528,475.00). The total project cost is estimated at Five Hundred Thirty-Three Thousand Six Hundred Fifty Dollars ($533,650.00). The Humboldt County Road Fund will be responsible for Sixty-One Thousand Two Hundred Nine Dollars and Sixty-Six Cents ($61,209.66) of the total costs associated with the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project are included in the approved fiscal year 2019-2020 budget for Road Fund budget unit 321-2118. As a result, completion of the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the Mattole Road (F3D010) Post Miles 4.40, 5.10, 9.00 and 11.05-11.29 Storm Damage Repair Project to William J. Etter Construction. However, this alternative is not recommended because the project will restore the roadway failures to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
