RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals received for Storm Damage Repair to Harris Road (8B020) Post Mile 1.16 and Steelhead Road (8C080) Post Mile 1.00;

2.                     Award Storm Damage Repair to Harris Road (8B020) Post Mile 1.16 and Steelhead Road (8C080) Post Mile (PM)1.00 to Van Meter Logging, Inc., for the total amount of $199,850;

3.                     Approve the attached construction agreement;

4.                     Authorize the Chair of the Board to execute the attached construction agreement upon submittal of the appropriate bonds and insurance; and

5.                     Direct the Auditor-Controller to establish new object codes 1200321-0341 Harris Rd Storm PM 1.16 and 1200321-0342 Steelhead Road Storm PM 1.00 and transfer $250,000 from 1200321-2118 to the new object codes per the attached appropriation transfer.

DISCUSSION:

On May 7, 2019, the Board of Supervisors authorized the Clerk of the Board to advertise the above-referenced project for bids. On June 4, 2019, the county received six bids for the project, which are attached hereto as Attachment 1.

 

The Department of Public Works recommends that the Board of Supervisors receive and file the bid proposals received for Storm Damage Repair to Harris Road (8B020) PM 1.16 and Steelhead Road (8C080) PM 1.00; award Storm Damage Repair to Harris Road (8B020) PM 1.16 and Steelhead Road (8C080) PM 1.00 to Van Meter Logging, Inc., for the total amount of $199,850; approve the attached construction agreement and authorize its execution upon submittal of the appropriate bonds and insurance; and establish new object codes 1200-321-0341 Harris Road Storm PM 1.16 and 1200-321-0342 Steelhead Road Storm PM 1.0 and transfer $250,000 from 1200-321-2118 to the new object codes per the attached appropriation transfer.

 

FINANCIAL IMPACT:

This project is being funded by Federal Emergency Management Agency Disaster Funds (75 percent), California Office of Emergency Services (18.75 percent), and the Humboldt County Road Fund (6.25 percent). The engineer’s cost estimate for the construction contract is $281,400. Total project cost is estimated at $250,000, meaning the share for the Road Fund is estimated at $15,625. Construction costs were included in fiscal year 2019-20 for Road Fund budget unit 1200321-2118 Professional Services; therefore, this project will not impact the county’s General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to award Storm Damage Repair to Harris Road (8B020) Post Mile 1.16 and Steelhead Road (8C080) Post Mile 1.00 to Van Meter Logging, Inc. However, this alternative is not recommended because the project will reconstruct the failed roadways using funds that would not otherwise be available to the county.
